At Open Administration Week 2024 in Spain, the AVAF has had the opportunity to learn about the interactive materials and digital tools created within the framework of the MoMo EU Project! in which Transparency International Spain participates along with 7 other non-profit entities from all over Europe.


Pilar Moreno, training technician of the Agency, traveled to the Madrid headquarters of the Rey Juan Carlos University to participate in the presentation session aimed at people who work with young people, with the aim of involving the community and youth in the fight against corruption through the development of competencies and skills for civic surveillance.

 

The MoMo EU! project seeks to train youth to lead monitoring communities against corruption. The initiative arises from the lack of specific training alternatives in education for integrity and civic vigilance for people who work with young people, seeking to improve the quality of their work, knowledge and digital skills.

 

The interactive portal of MoMoEU! offers participatory materials and digital tools specifically designed for young people aged 15 to 25 from different national and social contexts. The aim is to empower young minds with an educational path to fight against unethical practices.

 

The presentation of the MoMoEU! Project It was led by Jesus Palomo, professor at the Rey Juan Carlos University, Juan Minguela Cabrera, psychologist, belonging to the CHANCE Network and Daiana Bouzo, head of Public Policies at Transparency International Spain.

 

Throughout the session, the interactive educational platform (Educational path) and the escape games based on ethical dilemmas contained in the tool were presented.

 

MoMoEU is a project funded by the European Union developed by a team of eight non-profit organizations, coming from six different countries, bringing together people of ten different nationalities. The project combines the experience of anti-corruption activists with the skills and methodologies of people who work with young people, educators and psychologists.

The Valencian Anti-Fraud Agency and the Requena City Council promote integrity training in the local administration

On June 13, the Palacio del Cid hosted the conference “Integrity, public ethics and fraud prevention in local administration” organized by the Training Service of the Valencian Anti-Fraud Agency and the Requena City Council. The institutional welcome was given by the mayor of the town, Rocío Cortés.

 

In the Open Administration Week 2024, the AVAF wanted to respond to the call of the Requenense council and make visible its commitment to the integrity axis of the VI Open Government Plan 20-24 with the celebration of this new day in this city of the province From Valencia.

 

Anselm Bodoque, acting director and head of the AVAF Training Service, presented the Valencian regulatory and institutional framework regarding the fight against corruption and the relevance of promoting the culture of public integrity in public administration.

 

The main risks identified in decision-making in local administration, such as cosmetic transparency or lack of planning, can jeopardize the principles of effectiveness and efficiency that guide the work of public institutions and were developed throughout the session.

 

Marita Oliver, technician from the Training service of the Valencian Anti-Fraud Agency, shared with the attendees the news and obligations that Law 2/2023 entails regarding internal information systems and external channels.

The participation of the attending public employee personnel developed throughout the workshop on conflict of interest. It is identified as a risk situation, in which the private, clientelist or family interest of the public decision-maker can interfere with the professional practice of the person who is at the service of citizens.

The Wine Museum hosted 51 public employees during the training session, 37 women and 14 men, from the City Council of Requena, Sinarcas, Ayora, Villargordo del Cabriel, Calpe and the Tierra de Vino Interior Mamcomunidad.

The day included professional profiles as diverse as elected officials, qualified national technical personnel, local development agents, administrative and administrative assistants, and service brigade personnel.

 

The Valencian Anti-Fraud Agency continues to strengthen its commitment to training in integrity and public ethics of public employees of the Valencian Community. The Training Service appreciates the collaboration of the Requena town council for its interest and commitment in the organization of this day.

Valencia.- June 10, 2024

The Training Service of the Valencian Anti-Fraud Agency (AVAF) teaches for the first time two editions in the same year of the course “Prevention of corruption in public administrations” in collaboration with the National Institute of Public Administration (INAP)

Since October 2021, the Valencian Anti-Fraud Agency has developed and tutored this course that INAP includes among its training offer, within the continuous professional development program, in the online mode.

The very high demand for the training managed by the AVAF in recent editions, with 1,063 applications in this year 2024, led to the decision to increase the places offered in the two editions of the course held this year, from 60 to 70, in each one. . Which meant, for the first time, that the Training Service assumed the holding of two courses in a single semester.

Anselm Bodoque, head of the Training Service and acting director of the AVAF, as well as Pilar Moreno and Marita Oliver, training technicians of the Agency, form the teaching team of the AVAF course, creator and facilitator of this 15-hour course.

In this fifth edition, held between May 20 and June 10, 2024, work has been done through modules where students have reflected through debate forums and demonstrated the knowledge acquired through questionnaires. As a final task, they have provided a reflection on the risks and threats to integrity that may arise in the public institution in which they provide their services.

The active participation of the students, from the General State Administration, the regional and local administration and the state public sector, has materialized through weekly synchronous sessions. Through these meetings, international and national regulations regarding the fight against corruption have been clarified, as well as the work of the authorities in charge of fraud prevention, the IV Open Government Plan and Law 2/2023, of February 20, regulator of the protection of people who report regulatory infractions and the fight against corruption, among other matters.

 

The National Institute of Public Administration, an international benchmark in the training of personnel employed in the service of Spanish public administrations, and the Valencian Anti-Fraud Agency, are moving forward together in achieving a culture of public integrity in the Institutions of our country.
