More than 160 public sector professionals participate in the fourth edition of the AVAF course on public integrity and whistleblower protection

Valencia, 26 November 2025.– The Valencian Anti-Fraud Agency (AVAF) has completed the fourth edition of the course “Laws and strategies to fight corruption, for public integrity and the protection of people who report regulatory breaches”, a 20-hour training action and 100% online modality.

 

The course, aimed at public employees of any administration, has had the participation of more than 160 professionals from the three provinces of the Valencian Community, as well as from Burgos, Cuenca, Girona, Huelva and Madrid. In the same way, there has been a wide diversity of institutions. Among them, local administrations – such as the city councils of Elda, Oliva, Sagunt or Dénia – different ministries of the Generalitat Valenciana, including the Ministry of Innovation, Industry, Trade and Tourism, as well as entities of the regional public sector, such as the Audiovisual Council of the Valencian Community.

 

The training, given by the AVAF Training Area and approved by the Valencian Institute of Public Administration (IVAP), has had a high female participation, which represents 65% of the total student body. In terms of professional origin, 48% correspond to the local administration, 33% to the instrumental public sector and 6% to the university environment.

 

This edition has incorporated several novelties, among which stand out, in addition to its entirely online modality, a specific session on the institutional integrity system of the Valencian Community and a practical workshop focused on the risks to integrity in public procurement.

 

The Valencian Anti-Fraud Agency is grateful for the trust placed in it by the more than 160 people participating in the action given by the institution and consolidates its role as a benchmark in public integrity training. A new edition of the course is planned for spring 2026.

The City Council of Alzira strengthens the ethical framework in the selection processes with the support of the Valencian Anti-Fraud Agency #FormaciónAVAF

Alzira, November 24, 2025.- The City Council of Alzira, in collaboration with the Valencian Anti-Fraud Agency (AVAF), has promoted a training action aimed at reinforcing integrity and ethics in personnel selection processes in the local administration.

 

The initiative responds to the relevance of people management in the field of irregularity prevention. According to AVAF data, about 40% of the complaints received during the 2024 financial year were related to human resources management, with the selection and provision processes of positions being one of the main areas under investigation. This context highlights the importance of promoting preventive measures based on training and the promotion of institutional integrity.

 

With the aim of improving the training of the people who make up the technical selection bodies, the City Council of Alzira has organized the course “Legal, ethical and action framework of the selection bodies”, held in the plenary hall of the consistory. The session was inaugurated by the Councilor for Personnel, who stressed the need to reinforce professionalization and guarantees in the selection processes.

 

The training module on ethical framework was taught by Pilar Moreno, senior training technician of the Valencian Anti-Fraud Agency. The presentation focused on the normative foundations of public ethics and the guiding principles that govern access to public employment, as well as on the specific duties of the people who participate in the selection panels, with special attention to the duty of abstention and the prevention of conflicts of interest.

 

The training allowed the 59 attendees to delve into the guarantees of the selection systems, analyse the obligations and responsibilities of the members of the technical selection bodies, as well as reflect on the risks to integrity and the mitigating controls that can be implemented to strengthen the legality of the procedure.

 

With this action, the Valencian Anti-Fraud Agency and the City Council of Alzira begin a line of collaboration aimed at training and prevention as key tools to consolidate more solid, upright institutions and guarantors of compliance with the law.

The Valencian Anti-Fraud Agency publishes a Catalogue of risks in the Valencian public sector instrumental of the Generalitat Valenciana

Valencia, 17 November 2025.– The Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community (AVAF) publishes the Catalogue of Risks Contrary to Integrity in the Instrumental Public Sector of the Generalitat Valenciana, warning of serious breaches in personnel and recruitment.

 

This document is presented as a preventive measure and aims to avoid the perpetuation of flagrant breaches of the legal system within the instrumental entities of the Generalitat. Its issuance fulfils the functions of carrying out studies and analysis of prior risks attributed to the AVAF by Law 11/2016.

 

The catalogue addresses the main risks arising from administrative decentralisation and the trend towards the “flight from administrative law” in this sector, a situation that, although it should serve for the effective and efficient satisfaction of the general interests, is compromised by non-compliance in all areas of management. Despite the control efforts of other bodies such as the Audit Office or the General Intervention of the Generalitat, many of these breaches are repeated year after year.

 

The catalogue identifies a series of serious risks based on the analysis of reports from the General Intervention of the Generalitat Valenciana, the Audit Office, the General Inspectorate of Services and the complaints processed by the AVAF itself.

 

The risks analysed focus on the areas of personnel and public function, contracting, asset management, subsidies and economic-financial management.

 

The AVAF underlines the importance of identifying risks and adopting plans for their management, which is a legal obligation, especially within the framework of the Recovery, Transformation and Resilience Plan (Order HFP/1030/2021). In addition, the widespread non-compliance with Law 1/2022 on Transparency and Good Governance is recalled, since a large part of the entities still lack codes of ethics and conduct.

 

The AVAF Catalogue not only details areas of risk (such as the lack of a self-assessment system or outdated operational processes), but also offers a set of controls designed to mitigate identified risks, such as the need to process files electronically and the approval of annual recruitment plans.

 

The Agency reiterates the need to put into practice the culture of public integrity at all levels, implementing integrity plans, codes of ethics and whistleblowing channels, in order to minimise irregularities arising from practices contrary to the general interest.
