Functions and Strategic Plan

The Prevention Service is intended to promote public integrity and ethics for the promotion of good practices and for the prevention of the risks of corruption, in particular, of possible cases of irregular use or allocation of public funds and behaviors opposed to integrity or contrary to the principles of objectivity, effectiveness and full submission to the law and the right.
Prevention focuses fundamentally on: public sector contracting, provision and management of public services, subsidies, urban planning, public function and decision-making processes. The functions of the Agency linked to the tasks of the Prevention Service are described in article 4 of Law 11/2016, of November 28, and developed in articles 19 and 27 of the Internal Regulations and operation of the Agency.
The strategic plan has served as a roadmap during these exercises for the orderly fulfillment of the functions assigned to the Agency in the field of prevention, integrity and public ethics. Notwithstanding the fact that some of the objectives have been updated to adapt to the needs that have arisen, in relation to the context experienced by COVID-19, the approval of Order HFP 1030/2021, of September 29
The eleven strategic lines of action of the plan (which have served as a roadmap for the fulfillment of our functions) are:
L.E.1 Assemble a technical team specialized in Prevention functions.
L.E.2 Prepare and publish general recommendations on prevention, integrity frameworks and public ethics.
L.E.3 Prepare specific recommendations in the files derived by the Analysis and Investigation area.
L.E.4 Identify sectors with proven risk of corruption.
L.E.5 Design a public integrity strategy as a framework and basis for developing tools to promote integrity and prevention frameworks that can be exported to organizations.
L.E.6 Develop tools to promote integrity and prevention frameworks (I): – General and exportable risk analysis methodology.
L.E.7 Develop tools to promote integrity and prevention frameworks (II): – Minimum content of corruption prevention plans. – Preparation of an ethical code.
L.E.8 Carry out research, studies and publications on specific sectors at risk of fraud and corruption in the Valencian Community.
L.E.9 Make allegations or suggestions during the process of drawing up regulations that affect the subjective scope of the Agency.
L.E.10 Provide advice and respond to queries on the prevention of fraud, corruption and the promotion of public integrity.
L.E.11 Collaborate with people, interested entities, universities and control bodies in prevention research, its dissemination, as well as to propose prior, clear and stable criteria for the control of public action.
