Two new #DocufòrumAVAF with first and second year students of Management and Public Administration from the Jaume I University of Castelló

The #DocufòrumAVAF is an activity aimed at promoting the social culture of civic ethics, public integrity, fraud prevention and rejection of corruption among students of all University degrees.

On this occasion, the Valencian Anti-Fraud Agency has discussed these issues with students of the first and second year of the Public Management and Administration Degree on Friday, May 12, 2023. The two docuforums took place at the Faculty of Law and Economics, of the Jaume I University of Castelló.

Fifty-seven students from two groups of the subjects of Administrative Law, systematization, sources and organization and Legal protection of citizens before the Administration participated in the training activity.

The activity had the collaboration of Professor Pepa Fabregat Aragonés from the Universitat Jaume I. Anselm Bodoque, head of the AVAF Training Service, was responsible for energizing the debate sessions with the students.

After watching the documentary “Corruption: Harmful Organism”, the students ask questions focused on the origin and causes of corruption, the social impact and collective costs it entails, the different control bodies, and the perception of corruption in our society and in other countries around us.

Subsequently, the AVAF representative discusses with the students the issues raised in their questions and others related to the need for greater public ethics and integrity, prevention strategies and civic training, the functions of the Valencian Anti-Fraud Agency and public policies on fight against corruption, focusing part of the conference on the legal framework of integrity that the Valencian Community has built in recent years that allows the improvement of the democratic quality of the institutions.

During the session, the students showed interest in the guarantees of confidentiality in complaints, and in how much corruption there is in public administrations. He also showed interest in controls and strategies to fight against fraud and corruption in Spain.

The impact of Law 2/2023 under study in the Jaume I of Castelló

The Valencian Anti-Fraud Agency (AVAF) co-organized together with the Jaume I University of Castelló (UJI) the conference “Law 2/2023, a paradigm shift in the fight against corruption. Impact on the Valencian Community.” last Wednesday, May 10, with a follow-up of 154 people, in person and online.

The Hall of Degrees of the Faculty of Legal and Economic Sciences of the Jaume I University of Castelló hosted the conference aimed at university students, as well as public employees of local entities, associations, provincial councils and the Generalitat Valenciana.

Cristina Pauner, General Secretary of the UJI, and Teresa Clemente, Deputy Director and Legal Affairs of the AVAF, were in charge of the institutional welcome.

Jorge Viguri, professor of Constitutional Law at the Jaume I University of Castellón, began the day with his presentation “The Law 2/2023 under examination. Positive aspects and future challenges”.

Gustavo Segura, director of Analysis and Investigation of the Valencian Antifraud Agency, exposed the information systems in Law 2/2023. Throughout his presentation, he detailed the obligation to implement these before June 13, in the case of local entities with more than 10,000 inhabitants and recalled that the deadline, in the case of those with less population, is the December 1, 2023.

Javier Alamà, head of the AVAF’s information systems service, focused on technical issues to implement a reporting channels. Among the characteristics that they must have, bidirectionality stands out, as well as the possibility of presenting anonymous reports.

The round table of the day will count with the presence of Vicente Miravet, secretary – controller of the town hall of Genovés (Valencia) and secretary of COSITAL València, Marina Lázaro, secretary – controller of the local administration and negotiating department Municipal Administration of the Castelló City Council and Jaime Clemente, Professor of Constitutional Law of the UJI.

The future challenges of the law for the protection of whistleblowers against regulatory infringements were exposed by the roundtable participants.

Vicente Miravet contributed the vision of small and medium-sized local entities (PYMEL) and the problems derived from the lack of economic and personal resources, together with the difficulties of the obligation of confidentiality in PYMEL.

For her part, Marina Lázaro highlight the need for coordination on this issue in town halls with the largest population and the imperative of communication and training in the area of corruption whistleblowers.

The attendees learned in detail about the novelties provided by Law 2/2023 and showed their interest in the question-and-answer session about the powers of the person responsible for the system and the possibility of signing collaboration agreements with the Valencian Anti-Fraud Agency.

The Agency has given the online training session “The management of the internal information system in the public administration” organized together with the Ministry of Participation of the Generalitat Valenciana, the Valencian Federation of Municipalities and Provinces, and the councils of Alicante, Castellón and Valencia .

The Director of Analysis and Research, Gustavo Segura, presented the methodology for managing the Internal Information System, as well as proposals for action on the matter. The person responsible for the implementation, as well as the information management procedure, focused his presentation.

Javier Alama, head of the Information Systems service, shared the tool used to create the internal channel for receiving information in all entities required by the new law. During his presentation, he highlighted the need for training and training for the management of the tool, together with the promotion of an ethical culture, encouraging the presentation of complaints and awareness and awareness campaigns.

The training has had more than 200 participants online. The personnel at the service of the local entities have formulated questions related to the figure of the person in charge of the system, as well as the procedure to follow for the management of the internal channel.
