Alzira, November 24, 2025.- The City Council of Alzira, in collaboration with the Valencian Anti-Fraud Agency (AVAF), has promoted a training action aimed at reinforcing integrity and ethics in personnel selection processes in the local administration.

The initiative responds to the relevance of people management in the field of irregularity prevention. According to AVAF data, about 40% of the complaints received during the 2024 financial year were related to human resources management, with the selection and provision processes of positions being one of the main areas under investigation. This context highlights the importance of promoting preventive measures based on training and the promotion of institutional integrity.

With the aim of improving the training of the people who make up the technical selection bodies, the City Council of Alzira has organized the course “Legal, ethical and action framework of the selection bodies”, held in the plenary hall of the consistory. The session was inaugurated by the Councilor for Personnel, who stressed the need to reinforce professionalization and guarantees in the selection processes.

The training module on ethical framework was taught by Pilar Moreno, senior training technician of the Valencian Anti-Fraud Agency. The presentation focused on the normative foundations of public ethics and the guiding principles that govern access to public employment, as well as on the specific duties of the people who participate in the selection panels, with special attention to the duty of abstention and the prevention of conflicts of interest.

The training allowed the 59 attendees to delve into the guarantees of the selection systems, analyse the obligations and responsibilities of the members of the technical selection bodies, as well as reflect on the risks to integrity and the mitigating controls that can be implemented to strengthen the legality of the procedure.

With this action, the Valencian Anti-Fraud Agency and the City Council of Alzira begin a line of collaboration aimed at training and prevention as key tools to consolidate more solid, upright institutions and guarantors of compliance with the law.
