Valencia, 17 June 2026.- Within the framework of the 2026 Training Plan of the Aragonese Institute of Public Administration (IAAP), the conference entitled “Public procurement under control: how to prevent and detect fraud. Contributions from the Valencian Anti-Fraud Agency”. The session was given by Pilar Moreno García, senior training technician of the Valencian Anti-Fraud Agency (AVAF), within the Specialized Internal Control Classroom of the General Intervention.
The conference, held online, from 11:30 a.m. to 1:30 p.m., was specifically aimed at the civil servants of the General Intervention, with the assistance of personnel from the three Aragonese provinces (Zaragoza, Huesca and Teruel) was attended by 52 women and 9 men.
During the training, the complaints received in the AVAF with a focus on public procurement were exhaustively analysed, as well as the main irregularities detected in the exercise of administrative activity.
Pilar Moreno stressed that prevention is an indispensable element, analyzing the catalog of general risks and strategies to promote a culture of public integrity.
The session included a reflection on the phases of the procedure most affected by irregularities and the importance of contractual planning to avoid the abusive use of minor contracting and fractionation.
This training activity is part of the actions that the Valencian Anti-Fraud Agency promotes among public employee personnel to promote learning in integrity, which strengthens the Rule of Law.
