Secretary General’s Message on Anti-Corruption Day, 2018

Corruption is present in all countries, whether rich or poor, north or south.

This is an attack on the values ​​of the United Nations.

It robs societies of schools, hospitals, and other vital services, drives away foreign investment, and robs nations of their natural resources.

It undermines the rule of law and encourages the commission of crimes such as the illicit trafficking of people, drugs and arms.

Tax evasion, money laundering and other illicit flows divert resources that are badly needed for sustainable development.

The World Economic Forum estimates the cost of corruption at at least $ 2.6 trillion, or 5% of the world’s gross domestic product.

According to the World Bank, companies and individuals pay more than $ 1 trillion in bribes each year.

Corruption breeds more corruption and fosters a destructive culture of impunity.

The United Nations Convention against Corruption is one of the main instruments at our disposal to advance in this fight.

Sustainable Development Goal 16 and its targets also provide guidelines for action.

Through the peer review mechanism provided in the Convention, we can work together to lay the foundation for trust and accountability. It is in our power to educate and empower citizens, promote transparency and strengthen international cooperation to recover stolen assets.

Millions of people around the world have gone to the polls this year with corruption as one of their top priorities. On International Day Against Corruption, let’s take a firm stand for integrity.

On May 24, at the headquarters of the Valencian Anfifrau Agency, Professor Dr. Manuel Villoria, Professor of Political Science and Administration of the Rey Juan Carlos University of Madrid, delivered a conference entitled “Combat Corruption” addressed to all officials and Agency officials. The conference that dealt with such interesting topics as the concept of Public Ethics in a plural society, the abuse of power, as well as issues related to conflicts in values ​​or moral development was followed by a question time by the personnel assigned to the Agency, which allowed, within the framework of its training plan, to enrich knowledge and open up new visions in the field of the fight against fraud and corruption.

Recommendation to local elected officials of the new corporate mandate. “The risks of corruption in the decision-making process”

On May 26, local elections were held and on June 15, municipalities are officially constituted. The start of the corporate mandate is a good time to make recommendations on public integrity and ethics, an opportunity to foster a culture of corruption prevention.

The Valencian Anti-Fraud Agency, in exercise of the functions attributed by its founding regulation, has addressed all elected positions with a recommendation on the decision-making process to achieve the general interest. The members of the local corporations are the democratically legitimized protagonists of this process, not exempt from the risk of corruption.

The recommendation emphasizes the importance of adequately managing corruption risks in this phase and suggests to elected officials that they know the principles and tools that the legal system makes available to minimize them, with full conviction of their usefulness, opportunity and reason to be.

Ultimately, the objective is to provide information that helps to consolidate political decisions from the perspective of public integrity and to strengthen the confidence of citizens in the powers and public institutions.
