Memoirs of an anti-corruption prosecutor

València. June 22, 2022. June 23 marks World Corruption Whistleblower Day. As a result of this celebration, on Thursday, June 22, the Valencian Anti-Fraud Agency organized a conference dedicated to the first anti-corruption prosecutor in Spain, Carlos Jiménez Villarejo, on the occasion of the presentation of his book “Memories of an anti-corruption prosecutor”.
The conference took place at the Colomina Palace and was attended by Carlos Granados, a Superior Court magistrate who was State Attorney General between 1994 and 1996. He is currently the director of the Municipal Office against Fraud and Corruption of the Madrid City Council.
The Superior Prosecutor of the Valencian Community, Teresa Gisbert, also participated in the act; the Minister of Justice of the Generalitat Valenciana, Gabriela Bravo, and the director of the Valencian Anti-Fraud Agency, Joan Llinares.

Successfully held the 2nd edition of the course “Prevention of corruption in public management” aimed at PAS staff of the University of Valencia.

The Valencian Anti-Fraud Agency in collaboration with the Permanent Training and Educational Innovation Service (SFPIE) of the UV has given the second edition of the course “Prevention of corruption in public management” just two months after the end of the first edition .

The teaching team belonging to the AVAF has been made up of Joan Llinares, the director of the Agency, Anselm Bodoque, head of the Training Service, Irene Bravo, head of the Prevention Service, Pilar Moreno, training technician and Marita Oliver, Agency formation.

In this edition of the course, a new session led by two members of the Services Inspection Service of the Generalitat Valenciana, Delia Cuenca and José Luis Gaona, has been introduced. On this occasion, they focused their presentation on the IGS methodology of the GVA for the preparation of risk exposure maps and risk self-assessment plans and its application to the field of public procurement and personnel.

The course, lasting 15 hours and five weeks, selected PAS staff from the Universitat de València has actively participated in the sessions where the existence of the institutional integrity system in our country, the necessary integrity plans in public organizations, the phases of the anti-fraud cycle of Order 1030/2021 of September 29, as well as the costs of corruption in the public sphere.

Along with the lectures given, the attendees were the protagonists of a practical workshop session where they had the opportunity to reflect on the protection of corruption whistleblowers, the necessary implementation of internal and external reporting channels, the importance of informal alerts, and the strategic vision of planning as a tool to combat irregularities and risks known to public administrations. The last session of the course with the participation of Cristina González, doctoral researcher at the University of Salamanca.

The AVAF appreciates the predisposition to the collaboration shown and the support of the Permanent Training and Educational Innovation Service (SFPIE) of the UV, as well as its interest in the work carried out by the Valencian Anti-Fraud Agency in matters of public integrity.

XIII COSITAL Biennial Congress “National Authorization, Foundation of the Rule of Law in Local Administration”

The Valencian Anti-Fraud Agency participated, on June 16, in the XIII biennial Congress organized by the General Council of Official Associations of Secretaries, Auditors and Treasurers of the Local Administration (COSITAL) under the title “NATIONAL AUTHORIZATION, FOUNDATION OF THE STATE OF LAW IN THE LOCAL ADMINISTRATION” in Murcia, on June 16 to 19, 2022.

The purpose of holding this Congress was to highlight the importance of the role played by the National Authorities to guarantee the rule of law.

The event was attended by certain presidents of the Territorial Associations of Secretaries, Controllers and Treasurers, representatives of various administrations and national and international public institutions (the IGAE, the Valencian Anti-Fraud Agency…) and professional experts from universities. Authorities from the Murcia region and the Ministry also attended the meeting.

The representative of the Valencian Anti-Fraud Agency, Irene Bravo Rey, head of the Prevention Service, participated as a speaker in WORKSHOP 3: “The role of secretaries, auditors and treasurers in the management of Next Generation European Funds.” coordinated by Pilar Ortega Jiménez, Second Vice President of COSITAL together with Javier Font Miret, from Division III of the National Audit Office. IGAE. The participation of the Head of the Prevention Service, Irene Bravo Rey, focused, with her own preparation of the training material, on “The role of those enabled: Towards institutional integrity.” He proceeded, during his presentation, to explain the role played by the Valencian Anti-Fraud Agency, the requirements of the Anti-Fraud Measures Plans (PMA) as a result of Order 1030/2021, of September 29, and the integrity approach required by both international, European, national and regional regulations and the key role played by national authorities in the preparation and implementation of the institutional public integrity strategy. He highlighted the various materials produced by the Agency in this area: The AVAF Guide; recommendations on planning, unjust enrichment and conflict of interest; the risk catalogs and the visual didactic manual, for the purposes of their great usefulness and as support material and help in the implementation of an integrity strategy by national authorities, in their respective institutions, as guarantors of the rule of law, breaking down the functions to be performed by these professionals in each of the phases that make up the establishment of an institutional integrity policy.
