The abuse of urban planning as a source of local financing in terms of public integrity was the communication presented by Irene Bravo Rey, head of the Prevention Service and Jorge Ciganda Teruel, technician of the Prevention Service of the AVAF, International Congress on land uses to make a city of the University of Valencia.

In addition to the attendees representing the AVAF, professors, university professors, specialized technicians and students interested in the subject participated in the Congress, held at the Faculty of Law, on November 2 and 3, 2023.

On Friday, November 3, at 1:00 p.m., the presentation of the communication presented by the staff of the AVAF Prevention Service took place, selected by the organizing committee, which was followed by 70 people both in person and online.

The aforementioned communication details that a local public administration or instrumental public sector entity that, with powers or participation in the city creation process, looks the other way and postpones compliance with obligations related to public integrity frameworks will be opening the doors to practices in their public housing policies or economic activities based on private interests. Consequently, it would be directly colliding with the constitutional principles of good administration: objectivity, impartiality, effectiveness, efficiency, legality, among others.

Some of these subjective, partial practices or those derived from undetected or uncontrolled conflicts of interest lead, for example, to “a la carte” tertiary use locations following the interests of private companies. And, in the same way, they result in the creation of ghettos that do not respond to sustainable planning criteria, or land reserves for certain industrial estates or projects. Which, together with the controversial figure of expropriation by operation of law, has put the public accounts of many Valencian municipalities in check.

“The abuse of urban planning as a source of local financing. In terms of public integrity” will be the subject of development in the next General Recommendation of the Valencian Anti-Fraud Agency.

The Valencian Anti-Fraud Agency collaborates with the Castellón Provincial Council in the training of future people responsible for the internal information system

The management of the internal information system was the central axis of the training given by the Valencian Anti-Fraud Agency, on October 24 and 31, 2023 at the Castellón Provincial Council.

The staff at the service of the local entities of the province of Castellón with less than 20,000 inhabitants, mostly qualified nationals and technicians of the general administration, were the participants in the sessions held in the assembly hall of the new offices of the Provincial Council. from Castellón in the city of Castelló de la Plana.

The issues of greatest relevance and impact on local entities of Law 2/2023 were discussed throughout the two editions of the day, lasting 4 hours each. The training was given by staff from the Valencian Anti-Fraud Agency, specialists in the management of information systems and protection of informants.

The impact of Law 2/2023 on the protection of informants in the Valencian Community was analyzed by the lawyer of the Valencian Anti-Fraud Agency, Isabel Climent on October 24. For her part, Teresa Clemente, Deputy Director and Legal Affairs of the AVAF, presented the issue in the session on October 31, 2023.

The internal and external information systems according to Law 2/2023, as well as the obligations and profile of those responsible for the systems, were addressed by Gustavo Segura, director of Analysis and Research of the AVAF throughout the day on Tuesday the 24th. Miguel Furió, head of service in the Analysis and Research Directorate, taught the aforementioned subject on October 31.

Management, operating rules, as well as the organization of internal information channels was the subject that aroused the greatest interest among the almost 60 attendees at the training, many of them future managers of the internal information system in the municipalities where they provide their services as public employees.

The interest in informing about the existence of the external information channel, managed by the Valencian Anti-Fraud Agency on the websites of the town councils, as well as the needs in terms of human resources for the management of the internal information system were some of the questions asked by those attending the training session.

The AVAF presents its work to the staff of the Regional Employment and Training Service of the Region of Murcia

The Valencian Anti-Fraud Agency has given a session in the course “Public Ethics: current perspectives and their practical application in the Regional Employment and Training Service” of the Autonomous Community of the Region of Murcia.

Ethical training is considered a priority investment and is widely accepted among public employees, as stated in the previous survey of training needs of the Regional Employment and Training Service (SEF).

The 30-hour course, distributed in 8 sessions, in person and online, has been taught by Rafael Jiménez Asensio, consultant, trainer in the field of the public sector and University Professor, as director and teacher of the course and Fernando Jiménez. Sánchez, professor of Political Science at the University of Murcia, as a teacher.

Pilar Moreno García, training technician at the Valencian Anti-Fraud Agency, in turn, as a teacher of the course, taught the October 26 session “External information channels. The independent authorities to combat corruption and protect whistleblowers.”

In this 2 hour and 30 minute session, the Independent Administrative Authority for Whistleblower Protection and its work as an external information channel for those autonomous communities that do not have autonomous authority in this matter was presented.

The training technician shared the experience of the AVAF as an external information channel over 6 years, as well as the recommendations and guides prepared by the Agency that may be useful for the public employees of the SEF.

Anonymity and protection of the informant, along with the deadline for creating the Independent Administrative Authority for the Protection of the Informant, were some of the questions asked by the students throughout the training session.

With the aim of improving knowledge of ethical standards and increasing awareness of issues such as codes of conduct, ethics and corruption prevention among public employees who provide services in the SEF, the aforementioned training has been developed throughout the month of October 2023.
