The Valencian Anti-Fraud Agency (AVAF) has been present at the III Open Government Conference held by the Government of the Canary Islands, held on December 1 and 2 in Jameos del Agua (Lanzarote).

Víctor Almonacid, director of Prevention, Training and Documentation, has been the representative of the Valencian Anti-Fraud Agency at the conference “Open Government on the stage of the 2030 Agenda”.

“Ethical values for a new governance: from theory to practice” was the table in which the director of Prevention, Training and Documentation highlighted prevention as a differentiating element of the Valencian Anti-Fraud Agency compared to reactive institutions that act when the irregularities and fraud have already occurred in the public administration.

Rafael Rubio, professor of Constitutional Law at the Complutense University and counselor of the Council for Transparency and Participation of the Community of Madrid, participated in this table, as well as María Méndez, coordinator of the Anti-Fraud Measures Plan working group of the General Subdirectorate of the Government Recovery and Resilience Mechanism. of the Canary Islands

The table was moderated by Pedro Pacheco, president of the Canary Islands Audit Court, who pointed out that the Valencian Anti-Fraud Agency is “the most advanced and the one that leads” the regional offices and agencies in terms of prevention and fight against fraud and corruption.

The meeting “Open Government on the stage of the 2030 Agenda” brought together representatives of the Open Government Alliance (OGP), the Presidency of the Government of Spain, the Council for Transparency and Participation of the Community of Madrid, the Network of Local Entities for the Transparency and Citizen Participation of the FEMP, the Transparency Council of Aragon, the Presidency of the Government of Navarra, as well as councils such as Castellón and Gipuzkoa and Canary Islands institutions such as the Canary Institute of Public Administration and the Canary Institute of Statistics (ISTAC) among others.

The DocuforumAVAF “Conflicts of interest and public integrity” for the first time at the Universitat Jaume I of Castellón

The longest training activity of those carried out by the Valencian Anti-Fraud Agency, the #DocuforumAVAF, goes a step further in its evolution and the documentary “Conflicts of interest and public integrity” joins the training experiences offered to Valencian universities.

If until now “Corruption: Harmful Organism” on Pandora Box TV was the documentary that was seen, preferentially, in the #DocuForumAVAF activities, now it is also available to those university professors who request it, the possibility of reflecting in the classroom on the administrative situation of the “conflict of interest”.

This documentary was produced by the TAU of the University of Valencia as a result of the AVAF recommendation “Reflections on conflicts of interest: ignorance is the prelude to corruption”

On Tuesday, November 29, 2022, the first two #DocuforumsAVAF “Conflicts of interest and public integrity” were held at the Jaume I University of Castelló, with almost 80 students participating in the degrees of Law and ADE and Law thanks to the Collaboration with Professor Jaime Clemente, from the Department of Constitutional Law.

The first of them took place with the students of the second year of the ADE and Law degree. The 24 university students had the opportunity to reflect on the situation that can occur in the public administration related to conflict of interest and learn about the prevention work carried out by the Valencian Anti-Fraud Agency.

In the second of the DocuforumAVAF, held that same day at the Universitat Jaume I, 55 university students from the second year of Law participated in the subject “Constitutional Organization of the State”. Throughout the debate, the students were interested in the institutional and regulatory mechanisms that are being developed to prevent conflicts of interest from leading to a situation of fraud or corruption.

The designed #DocuforumAVAF activity “Conflicts of interest and public integrity” is carried out in a single session in the classroom, with the students and facilitated by personnel from the Training Service of the Valencian Anti-Fraud Agency. On this occasion, Pilar Moreno, a training technician from the AVAF, dynamized both docuforums, using gamification tools in the classroom for a greater participation of the attendees.

New #DocufòrumAVAF in the classrooms of the Faculty of Law of the University of Valencia

The collaboration of the Valencian Antifraud Agency with the universities of the Valencian Community is more and more frequent. In the 2022-2023 academic year, the Faculty of Law of the University of Valencia has included the university Docufòrum activity in collaboration with the AVAF in the Center Innovation Project (PIC).

The #DocufòrumAVAF is an activity aimed at promoting the social culture of civic ethics, public integrity, fraud prevention and rejection of corruption among students of all University degrees.

On this occasion, a #DocufòrumAVAF was held at the Faculty of Law, on Thursday, November 25, 2022, with the participation of 45 students from the subject of Legal Theory of the Double Degree in Law and Economics, with the collaboration from Professor María Dolores Palomo Navarro. Anselm Bodoque Arribas was responsible for the AVAF to energize the session with the students.

After watching the documentary “Corruption: Harmful Organism”, the students ask questions, which in this case focused on the origin and causes of corruption, the social impact and collective costs it entails, the perception of corruption in our society and in other neighboring countries, or why there is no institution similar to the AVAF at the state level.

Subsequently, the AVAF representative discusses with the students the issues raised in their questions and others related to the need for greater public ethics and integrity, as well as prevention and civic training policies or the functions of the Valencian Anti-Fraud Agency and public policies to fight corruption.

The students especially insisted on the consequences of corruption in institutions and in our society, on the non-existence of a state agency, and on the prosecution of crimes of corruption. Likewise, the reception of gifts and the different types of conflicts of interest were discussed.

The activity has been organized in collaboration with the University of Valencia, which we thank for its interest and willingness to help create a culture of public integrity and rejection of fraud and corruption.
