More than 130 people participate in the training on the institutional ethics system of the Valencian Community of the AVAF

The Valencian Anti-Fraud Agency (AVAF) continues to be interested in collaborating in the integrity training of public employees of the Valencian Community.

The local entities and public institutions that sign the functional collaboration protocols have been the recipients of the online conference “The AVAF and the institutional ethics system of the Valencian Community” organized by the AVAF Training Service.

On Tuesday, June 20, 2023, over two hours, the 134 participants had the opportunity to learn more about the institutional integrity system in the Valencian Community and the figure of the Agency, led by Anselm Bodoque Arribas, head of the Service of Formation of the AVAF.

The importance of prevention and training as tools against corruption was the focus of the intervention of Pilar Moreno García, an AVAF training technician.

The AVAF reporting mailbox as an external mailbox for public sector entities was presented by Marita Oliver Carbonell, AVAF training technician.

The professional profile of the person in charge of the internal information system of public entities, as well as its management, were some of the doubts and questions raised by those attending the #FormaciónAVAF.

Public employee personnel from the municipalities of Gata de Gorgos, Alfàs del Pi, Riba – Roja del Túria, Dénia, Càrcer, El Puig, Alcudia, Puçol, Eslida, Tavernes de la Valldigna, Rafelguaraf, Valencia, as well as from Infraestructures I Serveis De Telecommunications I Certification S.A.U. (ISTEC), Valencian Society for Comprehensive Emergency Management (SGISE), and Valenciana D’aprofitament Energètic De Residus, SA (VAERSA) among others, participated in the training activity.

The AVAF trains more than 100 people among the PAS staff of the University of Valencia in integrity

The 3rd edition of the course “Prevention of risks of corruption in public management” has concluded with 104 participants, PAS staff from the University of Valencia, who have been trained for 15 hours on integrity and risk prevention in public management.

The Permanent Training and Educational Innovation Service of the UV managed the celebration of this new edition, where the Valencian Anti-Fraud Agency has provided training focused on the costs of corruption, investigation and protection of informants, as well as the promotion of integrity in public administration.

Throughout 5 sessions of 3 hours each, the training was given by personnel from the Valencian Anti-Fraud Agency, specialists in prevention, integrity, information systems and protection of corruption whistleblowers, as well as personnel from the General Inspectorate of Security Services. the Valencian Generalitat.

On May 9, 2023, the course began with the inauguration of the Vice Manager of Economic Coordination and Services of the UV, Beatriz Gómez and the director of the AVAF, Joan Llinares.

Throughout the first session, held in the assembly hall of the rectory of the University of Valencia, Anselm Bodoque, head of the Agency’s Training Service, focused his presentation on the costs of corruption and the objectives of the Valencian Anti-Fraud Agency . Delia Cuenca, from the General Inspection of Services of the Generalitat Valenciana, presented the Methodology of the General Inspection of Services of the GVA for the preparation of Risk Exposure Maps and Risk Self-Assessment Plans. Its application in the field of public procurement.

On May 16, the second session of the course was given by the AVAF Prevention service. Irene Bravo, head of the service, and Jose Mari San Martin, AVAF legal prevention technician, were in charge of presenting initiatives to prevent fraud and corruption in public administration.

Gustavo Segura, Director of Analysis and Investigation of the Agency shared in the session of May 23 the importance of the information system, an obligation regulated in the new Law 2/2023.

Teresa Clemente, Deputy Director of Legal Affairs of the AVAF, explained the protection of informants of corruption, a function exercised by the Agency and included in its creation law 11/2016.

The Agency’s training technicians, Pilar Moreno and Marita Oliver, addressed in their presentations on May 30 the importance of public integrity as a driving force behind the transformation of organizational culture and the cycle of the fight against corruption.

The third edition of the AVAF-UV course ended on June 6 with the workshop on public integrity given by the Training service of the Valencian Anti-Fraud Agency: Anselm Bodoque, Pilar Moreno and Marita Oliver. The participation and contributions of the students in this last session was of great value for the debate and reflection on planning and conflict of interest in public administration.

The AVAF exposes its work as a library and documentation center at the Spanish Information and Documentation Conference 2023

The Documentation Service of the Valencian Anti-Fraud Agency participated last June 2023 in the Spanish Information and Documentation Conference 2023 held in Granada.

María Teresa López Ferrer, head of the Documentation and Reports Service, and Francisco Xavier Saá Úbeda, head of the Agency’s Documentation Support department, presented a poster at the conference about the AVAF Library and Documentation Center.

It was highlighted, first of all, that article 29 of the AVAF Regulation establishes that “the Agency will have a specialized documentary fund in the prevention and fight against fraud and corruption, and in the promotion of integrity and good practices in the administration, with the aim of building a reference documentation center (…) that is at the service of citizens”.

Starting from this legal imperative, the Agency’s library and documentation center, as explained in the panel, was created to contribute to the creation of a social culture of rejection of corruption.

In this way, the Agency puts qualified information at the service of citizens both to be able to defend their fundamental rights against fraud and corruption, and to have access to information, education and culture in general.

Power in your hands: libraries, archives, museums was the motto of the conference. The motto was intended to highlight the power and transformation capacity of these cultural institutions for guaranteeing democratic access to information, leisure and culture. The JEID23 were organized on June 1 and 2 by the Spanish Federation of Archival, Library, Documentation and Museum Societies (FESABID) and the Faculty of Communication and Documentation of the University of Granada, and professionals from archives, libraries, museums, documentalists in general, as well as Information and Documentation Degree students.
