The Agency participates in a conference that analyzes the need for integrity and transparency in public performance

Alacant, October 27, 2022.- The Valencian Anti-Fraud Agency participated in the conference on public employment, integrity and transparency organized by the Generalitat Valenciana and the University of Alicante.

The rector of the University of Alicante, Amparo Navarro, and the Minister of Participation, Transparency, Cooperation and Democratic Quality, Rosa Pérez Garijo, were in charge of opening the conference.

The objective of the conference was to address the rules that regulate public employment, among which is the Valencian Civil Service Law, which states that the tasks entrusted to public servants must be carried out according to the principles of objectivity, integrity, neutrality and transparency which constitute a code of conduct within a system of institutional integrity.

The conference included a round table moderated by Josep Ochoa in which José Antonio Ivars Bañuls, intervening secretary of the Llutxent City Council, participated; María José Cervera Pérez, Director of Administration and Human Resources of the Valencian Anti-Fraud Agency; María José Moles Cerezo, lawyer of the Social Security Administration and head of the Legal Service at the INSS of Alicante, and Francesc Vañó Beneyto, manager of the UA have explained their experiences in public administration.

The closing conference dealt with “The recent evolution of the public function in Spain: rights, duties, responsibilities, public ethics and transparency” by Miguel Sánchez Morón, professor of Administrative Law at the University of Alcalá de Henares, who presented by Juan José Díez Sánchez, Professor of Administrative Law (UA).

The Valencian Antifraud Agency participates in the Valencia City Council course “Public integrity: prevention of corruption risks in public management”

València, October 19, 2022.- The Valencian Anti-Fraud Agency has given two of the three training sessions of the course “Public integrity: prevention of corruption risks in public management” of the Valencia City Council.

To attend the course, 35 public servants of the City Council were selected, with different technical profiles, predominating the four specialized technicians of municipal services.

On Monday, October 17, Joan Llinares, the director of the Agency, held the inaugural conference of the course “The institutional system against corruption in Spain: The Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community: origin, functions and independence.”

Irene Bravo, head of the Prevention service, presented that same day the AVAF’s fraud and corruption prevention initiatives in public management.

On Wednesday, October 19, the AVAF teaching team was made up of Anselm Bodoque, head of the Training Service, and Pilar Moreno and Marita Oliver, the Agency’s training technicians.

The students had the opportunity to learn, through the conference given by Anselm Bodoque, about the costs of corruption and public policies against corruption in Europe and Spain. The first phase of the anti-corruption cycle, prevention, was analyzed by Pilar Moreno. While the detection, correction and prosecution, the rest of the phases of the anti-fraud cycle were exposed by Marita Oliver.

The staff at the service of the Valencia City Council actively participated in the AVAF docu-forum “Corruption: harmful organism” of Pandora Box. Through joint reflection, the students became interested in ways to avoid retaliation suffered by whistleblowers, as well as other aspects of the fight against fraud, planning and public integrity strategies.

The Valencian Anti-Fraud Agency appreciates the collaboration and support of the Citizen Participation and Open Government Service of the Valencia City Council, as well as the interest in the work carried out by the AVAF in terms of training and prevention to promote public integrity.

The Valencia City Council and the Valencian Anti-Fraud Agency maintain a collaboration whereby both institutions undertake to work in different areas of prevention and the fight against corruption. One of the most outstanding aspects of the agreement between institutions is that in order to comply with one of the requirements derived from European Directive 2019/1937 regarding the protection of people who report violations of Union Law, the City Council of Valencia recognizes the complaints box of the Valencian Anti-Fraud Agency as an external channel for complaints and will link the AVAF mailbox from its website.

Valencia, October 24, 2022.- The AVAF and the FVMP have launched a cycle of conferences where integrity in public administration will focus the sessions organized by both institutions.

“Integrity strategies in local administrations” was the first of the conferences held in collaboration with the FVMP, at the MUVIM (Valencia). The staff at the service of local entities in the province of Valencia were the recipients of the session, inaugurated by Joan Llinares, director of the AVAF and Eugenio de Manuel Rozalen, general coordinator for the FVMP

“From anti-fraud plans to integrity plans” was the conference Víctor Almonacid, director of Prevention, Training and Documentation of the Valencian Anti-fraud Agency. In his speech, he explained the work carried out by the Valencian Anti-Fraud Agency in matters as diverse as fraud prevention, through the recommendations of the AVAF, as well as the training that is given, in terms of integrity and aimed, among others, at local and regional administration.

The internal and external complaint mailboxes and the protection of whistleblowers were the subject of the presentation given by Amparo Martí, head of the Agency’s Support and Expertise unit. The obligation to count these mailboxes makes it essential to know about the procedures for managing complaints that are filed in them. The complaints mailbox of the Valencian Anti-Fraud Agency is articulated as an external channel in the field of the Valencian Community for the management of complaints from all legal persons in its public sector.

Regarding the protection of corruption whistleblowers, the definition of them contemplated in Law 11/2016 creating the AVAF was shared, “a whistleblower, for the purposes of this law, is any natural or legal person who communicate facts that may give rise to the demand for legal responsibilities”

After the presentations by the director of Prevention, Training and Documentation and the head of the Support and Expertise Unit, a discussion session was opened among the public employees present, in which the legal assistance provided by the AVAF to whistleblowers and the reprisals they may suffer at their jobs.

From these lines, the appreciation of the AVAF for the interest shown in the training day to all attendees, keys to advancing in the culture of integrity in public organizations.
