The AVAF trains more than 100 people among the PAS staff of the University of Valencia in integrity

The 3rd edition of the course “Prevention of risks of corruption in public management” has concluded with 104 participants, PAS staff from the University of Valencia, who have been trained for 15 hours on integrity and risk prevention in public management.

The Permanent Training and Educational Innovation Service of the UV managed the celebration of this new edition, where the Valencian Anti-Fraud Agency has provided training focused on the costs of corruption, investigation and protection of informants, as well as the promotion of integrity in public administration.

Throughout 5 sessions of 3 hours each, the training was given by personnel from the Valencian Anti-Fraud Agency, specialists in prevention, integrity, information systems and protection of corruption whistleblowers, as well as personnel from the General Inspectorate of Security Services. the Valencian Generalitat.

On May 9, 2023, the course began with the inauguration of the Vice Manager of Economic Coordination and Services of the UV, Beatriz Gómez and the director of the AVAF, Joan Llinares.

Throughout the first session, held in the assembly hall of the rectory of the University of Valencia, Anselm Bodoque, head of the Agency’s Training Service, focused his presentation on the costs of corruption and the objectives of the Valencian Anti-Fraud Agency . Delia Cuenca, from the General Inspection of Services of the Generalitat Valenciana, presented the Methodology of the General Inspection of Services of the GVA for the preparation of Risk Exposure Maps and Risk Self-Assessment Plans. Its application in the field of public procurement.

On May 16, the second session of the course was given by the AVAF Prevention service. Irene Bravo, head of the service, and Jose Mari San Martin, AVAF legal prevention technician, were in charge of presenting initiatives to prevent fraud and corruption in public administration.

Gustavo Segura, Director of Analysis and Investigation of the Agency shared in the session of May 23 the importance of the information system, an obligation regulated in the new Law 2/2023.

Teresa Clemente, Deputy Director of Legal Affairs of the AVAF, explained the protection of informants of corruption, a function exercised by the Agency and included in its creation law 11/2016.

The Agency’s training technicians, Pilar Moreno and Marita Oliver, addressed in their presentations on May 30 the importance of public integrity as a driving force behind the transformation of organizational culture and the cycle of the fight against corruption.

The third edition of the AVAF-UV course ended on June 6 with the workshop on public integrity given by the Training service of the Valencian Anti-Fraud Agency: Anselm Bodoque, Pilar Moreno and Marita Oliver. The participation and contributions of the students in this last session was of great value for the debate and reflection on planning and conflict of interest in public administration.

The Valencian Anti-Fraud Agency creates the Register of Responsible for the internal complaint mailboxes that public administrations must have before June 13

Valencia, June 5, 2023.- Last February, Law 2/2023 regulating the protection of people who report on regulatory infractions and the fight against corruption was approved. This law is the result of the transposition into Spanish law of Directive 2019/1937 on the protection of whistleblowers of corruption, better known as the Whistleblower Directive.

This new Law includes among its novelties the need for each entity to create an Internal Information System (SII), which is the name given to the mailboxes or complaint channels, through which complaints are made and the receipt of information that may constitute breaches of the legal system.

The Agency advises and assists in the implementation of these internal information systems to those administrations that request it, which can be articulated through the signing of a collaboration protocol between the Agency and the entity. The Agency also provides free of charge the technology necessary for the development of these reporting channels or mailboxes.

So far, more than 70 agreements and protocols have been signed, among others, from large administrations such as the Provincial Council of Castellón or the City Council of Valencia, to others of small size such as the City Council of La Yesa with just 120 inhabitants.

The Law includes the obligation on the part of the entity or the administration to appoint a natural person or a collegiate body as responsible for the management of the Internal Information System as well as the procedure to be followed. Both the appointment and the dismissal of these responsible must be notified within ten working days to the competent authority or body, which in the case of the Valencian Community, is the Valencian Anti-Fraud Agency.

To this end, the Agency has created the Register of Managers of Internal Information Systems (RRSII) in which both the appointments and dismissals of these managers will be centralized, keeping an updated management of the data.

The deadline for the creation of Internal Information Systems in the case of public administrations ends on June 13 except for those municipalities with less than 10,000 inhabitants whose term is extended until December 1.

The process of communication to the Agency of the Head of the Internal Information System can be done electronically at any time, since the procedure is open throughout the year.

Title IX of Law 2/2023 states that the lack of having an information system of an inmate is a very serious infraction, while the lack of notification of the designation of the person or collegiate body responsible for the system is a minor infraction, which carry sanctions included in article 65 of the Law.
