“Training in integrity: an emerging need for public administration” was the title of the presentation presented by #TrainingAVAF of the Valencian Anti-Fraud Agency within the framework of the CNIS congress on November 25.

Anselm Bodoque, head of the AVAF Training Service, presented the Agency for the Prevention and Fight against Fraud and Corruption in the Valencian Community. The prevention and eradication of fraud and corruption in the Valencian public administrations and the promotion of integrity and public ethics were the reasons for the creation of the AVAF, together with the promotion of a culture of good practices and integrity in design, execution and evaluation of public policies, as well as in the management of public resources.

The Strategic Training Plan of the Agency, approved in September of this year, and its most important lines, were also presented to the attendees.

Public officials from all administrations with attention to those at the local level and the Generalitat Valenciana, together with students from Valencian universities, children and adolescents and organized civil society are the protagonists of the training activities of the AVAF.

Pilar Moreno, a training technician at the Valencian Anti-Fraud Agency, shared the learning experiences that the AVAF has developed over the last few months.

He made a special reference to the longest-running training activity of the AVAF is the documentary “Corruption: harmful organism” prepared by Pandora Box. All the universities of the Valencian Community have had the opportunity to visualize it and transfer to their classrooms the debate on the fight against corruption, the protection of whistleblowers, as well as the tools that youth have to say no to corruption.

In the same way, he referred to the activities carried out together with the Alicante and Valencia councils, or the National Institute of Public Administration for public officials, and the Unisocietat activity, together with the University of Valencia, aimed at citizens in a decentralized manner.

Networking with all the actors of the institutional system, associations, universities, professional associations, as well as public institutions is essential to continue with the work of training and prevention of corruption.

The Valencia Federation of Municipalities and Provinces and the Valencian Anti-Fraud Agency will collaborate to help city councils develop their anti-fraud plans

The president of the Valencian Federation of Provincial Municipalities, Rubén Alfaro, and the director of the Valencian Anti-Fraud Agency, Joan Llinares, have held a meeting to establish ways of collaboration to help city councils to develop their anti-fraud plans.

The FVMP will inform all Valencian municipalities of the need to have an active anti-fraud plan of measures as of January 1, 2022 and different meetings will be held with municipalities and councils for the implementation of said tool by the consistories.

The president of the FVMP, Rubén Alfaro, has indicated that “it is about the landing in our consistories of a tool that will ensure the proper use of funds from Europe. Another step towards integrity, transparency and good governance in all public policies ”. In addition, he added that “from the FVMP we will put all the tools that are within our reach to facilitate this work for our municipalities”.

As published in the BOE last October, through Order 1030/2021 of the Ministry of Finance, “every entity, decision-maker or executor, that participates in the execution of the Recovery and Transformation Plan measures must have a Plan anti-fraud measures ”.

Any administration or even private intermediaries must establish risk maps, declarations of absence of conflict of interest, ethical codes, complaint mailboxes, alert systems, training courses for their managers or gift and confidentiality policies.
