“Warning systems and integrity in public management” the first course of the Valencian Antifraud Agency in the Diputación de Valencia.

On March 30, 31 and April 5, 7 and 12, the sessions of the first course prepared and taught by the Valencian Anti-Fraud Agency included in the General Training Plan 2022 of the Valencia Provincial Council were held. The 15-hour online course has had AVAF staff as teachers and in which a face-to-face workshop was held at ADEIT.

Joan Llinares, director of the AVAF, oversaw opening the course with an open and online conference “The institutional system against corruption in Spain: The Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community: origin, functions and independence” which was followed by more than 70 public employees (local technical staff, national authorized personnel and employees of the Diputación de Valencia itself)

Initiatives to prevent fraud and corruption in public management was the subject of the second session of the course, given on this occasion by Irene Bravo, head of Prevention at AVAF. On that day of the course, the 24 selected students had the opportunity to learn in detail about the AVAF Guide regarding the need for public integrity plans. Marita Oliver, AVAF training technician, focused the second part of the session on April 5, on the following phases of the cycle of the fight against corruption: Alerts, complaints and investigations. The complaints mailbox of the Valencian Antifraud Agency, as an external complaint channel, was presented in detail for the information of the course participants.

The costs of corruption and public policies against corruption in Europe and Spain, was the session given by Anselm Bodoque, head of the AVAF Training Service, which allowed an approach to institutional quality studies.

The face-to-face workshop for the course “Public integrity and the detection of the most common risks” took place at the ADEIT on April 12, led by Anselm Bodoque Arribas, Pilar Moreno García and Marita Oliver Carbonell, training staff from the HVA.

The viewing of the documentary “Corruption: Harmful Organism” by Pandora Box and “Public Management Planning: Good Governance Tool” prepared by the AVAF in collaboration with the University of Valencia, allowed a very enriching individual and group debate and reflection about the public administration in relation to integrity, prevention of corruption, risks of fraud and planning in public management.

Thanks to the collaboration of the Training Service of the Valencia Provincial Council, the AVAF has had the opportunity to share with the 24 selected students, public employees of the local administration of the province of Valencia and the provincial council itself, the importance of the integrity plans, the institutional system to fight corruption and the anti-fraud cycle, among others, which we hope has been of interest to the students.

“Ethical codes in practice” The experience of the AVAF in the conference on social responsibility and ethical commitment of public administrations at the UJI in Castellón

The Valencian Anti-Fraud Agency, through Irene Bravo, head of the Prevention Service, participated in the conference organized by the Universitat Jaume I of Castellón on April 11.

The conference, organized by the UJI’s Observatory for Transparency and Good Governance, was presented by José Luis Blasco, Professor of Administrative Law and Dean of the Faculty of Legal and Economic Sciences at Jaume I University.

The conference on social responsibility and ethical commitment of administrations began with a conference by Josep Ochoa, professor of Administrative Law at the University of Alicante, who focused on social responsibility and public integrity.

The round table on “Ethical codes in practice” was moderated by Cristina Pauner, Professor of Constitutional Law and General Secretary of the UJI. The representative of the Agency, Irene Bravo, provided AVAF’s vision on this optional preventive measure and explained the meaning and purpose of the ethical codes. The conflict of interest, the regulation of gifts, confidentiality, as well as the reporting channels are aspects that can be included in the code of conduct, always aligned with the mission of public service and integrity to which any public entity is oriented.

The round table was completed with the presentations of Carmen Vilanova, director of the Planning and Economic Promotion Office of the Castellón de la Plana City Council and Borja Colón, head of the Public Administration and Innovation Service of the Castellón Provincial Council.

The session was aimed at students of the Law and GAP degrees of the Universitat Jaume I of Castellón, as well as public administration professionals interested in the subject, and was attended by more than 100 people and around 25 people in online format, through the UJI Channel on YouTube.

Unisocietat Ontinyent debates on the protection of people who report cases of corruption

The Valencian Anti-Fraud Agency participated on April 7, 2022, in the Unisocietat training activity of the University of Valencia organized in Ontinyent to discuss the transposition of the European Directive for the protection of persons reporting infractions against Union law.

The activity is carried out within the framework of the collaboration agreement between the Agency and the University of Valencia and aims to raise social awareness of collective ethics and the prevention of fraud and corruption in all areas of public life throughout the Valencian territory. .

The conference was given by the professor of Civil Law at the University of Valencia, Fabiola Meco Tebar, who analyzed the draft transposition of the European Directive 2019/1937 from the perspective of the Valencian Law 11/2016 creating the Prevention Agency and Fight against Fraud and Corruption in the Valencian Community, insisting on the greater ambition and coherence of the Valencian law.

The representative of the Agency, Anselm Bodoque, none of the Training Service, focused the intervention by explaining the general lines of action of the Agency, the consequences of corruption and the need to improve the times and judicial processes to advance in the punishment of the corruption.

The conference was attended by 55 people and generated a debate around the denunciations of corruption cases, the protection of people, who alert about these cases and the social and economic costs of corruption. In the debate, the interventions of the attendees insisted on the need for impunity for corruption crimes.
