The Valencian Anti-Fraud Agency participates in the sixth edition of the Master’s Degree in Public Procurement and Compliance of the University of Valencia

On January 16, 2025, the Agency participated in the teaching of the Master’s Degree in Public Procurement and Compliance of the University of Valencia, in its sixth edition. It is a Master’s Degree with a multidisciplinary approach in which, in addition to the Agency, different entities and universities collaborate.

 

The coordinator of the Area of Training, participation, communication and relationship with other entities of the Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community, Anselm Bodoque Arribas, gave the presentation “The role developed by anti-fraud agencies in public procurement” during a session of the program of this edition of the Master’s Degree.

 

The objective of this training activity has been to underline the importance of public integrity and ethics to reduce fraud and corruption, participating in a Master’s Degree of the University of Valencia, where students who are specializing in the different particularities of public procurement and compliance, both from the private and public perspectives, participate. The Agency’s presentation starts with an explanation of how the strategies to fight fraud and corruption are being configured and focuses on the knowledge of the risks in public management and in the public procurement process that may end up constituting a crime in the course of preparing the administrative file.  the award or execution of a public contract.

 

Anselm Bodoque, began by contextualizing the policies of the fight against corruption in the international changes since the 1990s, to continue with the regulatory framework in relation to corruption, both from the international antecedents, and from the Valencian system of public integrity. To focus on the development of the Agency’s functions and actions, highlighting the importance of prevention for good administration.

 

During the presentation, the complaints received by different control bodies with an impact on public procurement were used to observe the main risks of fraud and corruption that can occur in public procurement, emphasizing situations of conflicts of interest, illustrating their presentation with examples of malpractice.

 

The last part of the conference focused on prevention as a tool in the fight against fraud and corruption, from the international reference manuals, to the material prepared by the Agency to strengthen the integrity of the Valencian Community, and the different specific materials prepared in relation to public procurement.

 

The Training Coordinator of the Valencian Anti-Fraud Agency ended his speech by thanking the invitation of the University of Valencia and the co-director of the Master’s Degree, María Ángeles Jareño, and wishing success to the students in their professional future.

 

Training to Promote Integrity at the University of La Laguna

Valencia, December 9, 2024. The Valencian Anti-Fraud Agency, on International Anti-Corruption Day, participated in the online course organized by the University of La Laguna Foundation, *“Integrity and the Fight Against Corruption,”* attended by 124 professionals from across Spain.

 

“From Prevention to Action: Integrity Strategies for the Public Sector” was the presentation delivered by Pilar Moreno, a specialist from the AVAF’s Directorate of Prevention, Training, and Documentation.


The talk focused on the need for an institutional integrity system and the urgent development of tools to implement an effective strategy in public entities.

 

The course, organized by the Technical General Secretariat of the Department of Presidency, Public Administration, Justice, and Security of the Government of the Canary Islands, provides a multidisciplinary and cross-cutting perspective on promoting integrity from legal, political science, technological, and judicial angles, among others.

 

Understanding the fundamental duties related to impartiality and objectivity in public service, as well as the risks that may compromise the work of public employees, are some of the objectives set in this course, facilitated by Israel Expósito, Associate Professor of Constitutional Law and a member of the Higher Corps of General Administration of the Canary Islands.

 

The Training Service of the Valencian Anti-Fraud Agency, with its participation in this training initiative, concludes the 2024 training year, reaffirming its commitment to raising awareness, disseminating knowledge, and fostering learning in ethics, public integrity, and corruption prevention.

Building Integrity from the Classroom: #DocuforumAVAF Concludes 2024 at the UJI in Castellón

Castellón – December 3, 2024. More than 65 students from the “Ethics of Communication and Deontology” course in the Audiovisual Communication degree at UJI debated the importance of integrity in society and the impact of corruption on youth.

 

For the third consecutive year, thanks to the collaboration of Professor Ramon A. Freensta, the Training Service of the Valencian Anti-Fraud Agency (AVAF) had the opportunity to present the institution’s work in prevention, investigation, and protection of whistleblowers.

 

Pilar Moreno García, a technician from the AVAF Directorate of Prevention, Training, and Documentation, focused not only on international, European, national, and regional anti-corruption regulations. She also emphasized the importance of ethical commitment among youth, as they are one of the groups directly affected.

 

Inspiring future communicators to fight against fraud, corruption, and value civic action sparked a rich debate among the students. The classroom became a forum where young students shared their perspectives, reflections, and relevant experiences.

 

Giving a voice to young people to understand their concerns is one of the goals of the #DocuforumAVAF training initiative. False accusations, reprisals suffered by whistleblowers, and their impact on women were among the issues raised by the students.
The AVAF Training Service remains committed to spreading awareness and fostering sensitivity in society on topics such as ethics and public integrity.
