Ethical codes, protagonists of the new formation of the AVAF

The importance of ethical codes as true frameworks of public integrity has been highlighted in the new training session given by the Valencian Anti-Fraud Agency.

By virtue of the existing collaboration between the General Directorate of Transparency of the Generalitat Valenciana, the Valencian Federation of Municipalities and Province, the Valencia Provincial Council, the Castellón Provincial Council, the Alicante Provincial Council, the University of Valencia and the Valencian Anti-Fraud Agency, an online conference, 3 and a half hours long, was held. The institutional welcome was given by José Tàrrega, general director of transparency of the GVA and the FVMP.

Irene Bravo Rey, Director of Prevention, Training and Documentation of the Agency, starred in the main conference of the day “How to develop an ethical code so that it is a true framework of public integrity.”

In his presentation, 12 tools were presented for the development of an ethical code that articulate a new toolbox for the promotion of this operational instrument.

In the second part of the day, Bernabé Aldeguer Cerdá and Gonzalo Pardo Beneyto, professors of Political Science and Administration at the University of Valencia; and María Ángeles Abellán López, professor of Sociology and Anthropology at the UV, presented the institutional integrity survey at the local level that they invite all local entities of the Valencian Community to complete.

The training session had the participation of more than 50 public employees from the Valencian Community.

The Valencian Anti-Fraud Agency and the European University of Valencia begin their collaboration with two #DocuforumAVAF

The first training activity carried out between the AVAF and the UEV has been the celebration of two #DocuforumAVAF in the subject of “General principles of crime and punishment” thanks to the collaboration of professors Susana Berrocal and Carla de Paredes.

On March 6, 2024, Anselm Bodoque, head of the Training Service, energized the debate with the first course of the Law Degree at the European University of Valencia and the following day the #DocuforumAVAF was held with the second course of the double Degree of Criminology and Law, and the double Degree of Criminology and Psychology.

The learning experience offered by the AVAF to the university students allowed for the development of a fruitful debate around the doubts and questions raised by the students, which focused on the effectiveness of the tools developed to eradicate corruption, as well as the effectiveness of fraud prevention control and audit systems, in addition to insisting on civic culture and ways to break the links between apparently minor forms of corruption and major ones.

The measures implemented in the Valencian Community to fight corruption, together with the way fraud affects the quality of public services, such as education and health, stood out among the doubts raised.

The role of citizens in detecting and reporting cases of corruption in public institutions, as well as the use of artificial intelligence to combat corruption were other questions asked of AVAF staff.

With this first activity, the Valencian Anti-Fraud Agency and the European University of Valencia begin a collaborative relationship that aims to enhance the critical spirit of Valencian youth.

The AVAF advances in training with the 4th edition of the course “Prevention of corruption in public administrations” at the INAP

Valencia.- March 4, 2024 

The National Institute of Public Administration (INAP) and the Valencian Anti-Fraud Agency (AVAF) continue with the training collaboration that began in 2021, with the celebration of the 4th edition of the tutored online course “Prevention of corruption in public administrations” .

70 public employees from the state, regional, local administration and the state public sector have actively followed the training and have participated with their reflections in the forums and conferences.

The 15-hour course allowed students to learn about international and national regulations on the fight against corruption, as well as the work of the authorities in charge of fraud prevention, the IV Open Government Plan and Law 2/2023, of February 20, regulating the protection of people who report regulatory infractions and the fight against corruption, among other matters.

The course, developed between February 12 and March 4, 2024, has had weekly meetings lasting one hour, which have completed the contents of the course and have resolved doubts and expanded information due to the great interest of the students in the ethics and public integrity.

The AVAF teaching team, creator and facilitator of the course, has been made up of Anselm Bodoque, head of the AVAF Training Service, Pilar Moreno and Marita Oliver, training technicians of the Agency.

In this year 2024, due to the high demand for the course accumulated in recent years, the INAP, an international reference in training for personnel employed in the service of public administrations and the AVAF, will continue to collaborate with a new edition, the 5th, of the tutored online course “Prevention of corruption in public administrations” to be held next May.
