The Valencian Anti-Fraud Agency and the Valencia City Council collaborate for another year in the integrity training of their staff. #AVAFTraining

Valencia.- September 20, 2024. The AVAF Training Service has collaborated for the third consecutive year in the integrity training provided by the Valencia City Council to the public employees of the institution.


Tabacalera hosted last Friday, September 20, the second session of the course “Key professional skills. Show integrity” in which specialized personnel from the Training Service of the Valencian Anti-Fraud Agency collaborate as teachers.


Marita Oliver, a technician from the Agency’s Training Service, began the training session with the presentation “Alerts, complaints and investigations. AVAF external channel” with the aim of providing information on the information system regulated by Law 2/2023, which public employees must be aware of.

Pilar Moreno, a technician from the AVAF Training Service, presented, in her first intervention of the morning, the institutional system against corruption existing in Spain and presented to the attendees the origin and functions of the Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community.


After the break, the AVAF staff focused their presentation on the irregularities present in the local administration and the prevention initiatives developed by the current regulations.
The main risks identified in decision-making in the local administration, such as cosmetic transparency or lack of planning, can jeopardize the principles of effectiveness and efficiency that guide the work of public institutions and were developed throughout the session.

 

“Usual risks and alerts in public management” the workshop facilitated by Pilar Moreno, involved the active participation of the attendees through their reflections. The conflict of interest, the risk situation that requires reflection in public administration was the guiding thread of the workshop.

 

The attendees of the course, included in the training plan of the local corporation, have very diverse profiles: local development agents, subordinate staff and technicians from various municipal departments.

With this new initiative, the Valencian Anti-Fraud Agency continues its commitment to collaborate with the training in integrity and public ethics of public employees of the Valencian Community.

The Valencian Anti-Fraud Agency collaborates in the training of Next Generation Fund managers of the Generalitat Valenciana

“Integrity in public management: conflict of interest management and impact on public sector contracting for Next Generation EU Funds” was the training session organized by the program directorates for the management of European MRR funds of the Department of Justice and Interior, the Department of Education, Universities and Employment, the First Vice Presidency and Department of Culture and Sports and the Department of Innovation, Industry, Commerce and Tourism and the Valencian Anti-Fraud Agency.

 

On June 20 and 27, 2024, the Ciutat Administrativa 9 d’Octubre of Valencia hosted work sessions aimed at public employees who are part of anti-fraud committees, as well as managers of NextGenerationEU Funds in various departments of the Generalitat Valenciana, as well as LABORA and Turisme GVA.

 

For the third time, the Generalitat Valenciana and the Valencian Anti-Fraud Agency collaborate with the purpose of increasing training against the warning signs that may appear in the management of Next Generation funds.


The welcome to the first day was given by Raquel Gálvez, director of European funds programs at the Department of Justice and Interior; Rocio Pont, director of European funds programs of the Department of Innovation, Industry, Commerce and Tourism and Pablo Coret, director of European funds programs of the Department of Innovation, Industry, Commerce and Tourism.


Anselm Bodoque, acting director and head of the Training Service of the Valencian Anti-Fraud Agency, gave the introductory presentation of the day with the presentation of the institutional system for fighting corruption and the Valencian Anti-Fraud Agency.


The promotion of the culture of public integrity in institutions and the analysis of the risks of fraud and corruption in public administration in decision-making was the content of the presentation given by Pilar Moreno, technician of the AVAF Training Service .


Marita Oliver, technician from the Agency’s Training Service, explained in detail the information systems obligations of Law 2/2023 and their difference with the alert channels related to the Next Generation Funds.

 

In the second training session, held on June 27, 2024, the subject of study focused on contracting in the public sector and conflicts of interest.

 

The introduction to the day was given by Ivano Magazzu, director of European fund programs at the Department of Education, Universities and Employment; Raquel Gálvez, director of European funds programs of the Department of Justice and Interior and Pablo Coret, director of European funds programs of the Department of Innovation, Industry, Commerce and Tourism.

 

In her presentation, Pilar Moreno addressed the irregularities detected by the AVAF reporting channel in the execution phase of the contract, the main risks warned in the matter, as well as the existing preventive tools to minimize their impact.

 

Conflicts of interest, definition, typology and proper management of the same among public employees were the subject of the workshop led by Anselm Bodoque and Pilar Moreno with which the day closed.

 

The risk that exists due to inadequate management of conflicts of interest in public sector contracting is urgently addressed for the development of the culture of public integrity and of widespread concern among public employees.

 

The AVAF Training Service thanks the European Fund Program directorates of the organizing departments for their invitation and management in the organization of the workshops. The AVAF knows MoMoEU! of Transparency International: Civic Education for a new generation

Madrid.- June 13, 2024

 

At Open Administration Week 2024 in Spain, the AVAF has had the opportunity to learn about the interactive materials and digital tools created within the framework of the MoMo EU Project! in which Transparency International Spain participates along with 7 other non-profit entities from all over Europe.


Pilar Moreno, training technician of the Agency, traveled to the Madrid headquarters of the Rey Juan Carlos University to participate in the presentation session aimed at people who work with young people, with the aim of involving the community and youth in the fight against corruption through the development of competencies and skills for civic surveillance.

 

The MoMo EU! project seeks to train youth to lead monitoring communities against corruption. The initiative arises from the lack of specific training alternatives in education for integrity and civic vigilance for people who work with young people, seeking to improve the quality of their work, knowledge and digital skills.

 

The interactive portal of MoMoEU! offers participatory materials and digital tools specifically designed for young people aged 15 to 25 from different national and social contexts. The aim is to empower young minds with an educational path to fight against unethical practices.

 

The presentation of the MoMoEU! Project It was led by Jesus Palomo, professor at the Rey Juan Carlos University, Juan Minguela Cabrera, psychologist, belonging to the CHANCE Network and Daiana Bouzo, head of Public Policies at Transparency International Spain.

 

Throughout the session, the interactive educational platform (Educational path) and the escape games based on ethical dilemmas contained in the tool were presented.

 

MoMoEU is a project funded by the European Union developed by a team of eight non-profit organizations, coming from six different countries, bringing together people of ten different nationalities. The project combines the experience of anti-corruption activists with the skills and methodologies of people who work with young people, educators and psychologists.
