The Valencian Anti-Fraud Agency participates in the fifth edition of the University of Valencia’s own Master’s Degree in Public Procurement and Compliance

On April 9, 2024, the Agency participated in teaching the Master of Public Procurement and Compliance at the University of Valencia, in its fifth edition. It is a Master’s Degree with a multidisciplinary approach in which, in addition to the Agency, different entities and universities collaborate.

The director of the Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community, Joan Antoni Llinares, gave the presentation “The function developed by anti-fraud agencies in public procurement” during the last session of the program of this fifth edition of the Master.

The objective of this training activity has been to raise awareness about the importance of public integrity and ethics to reduce fraud and corruption, participating in a Master’s degree at the University of Valencia, where students who are specializing in the different particularities of public procurement, both from the private and public perspective.

The Agency’s presentation is based on the focus on knowledge about risk behaviors that may end up constituting a crime in the course of preparing the administrative file, the award or execution of a public contract.

The director of the AVAF, Joan Antoni Llinares, began by contextualizing the anti-corruption policies in the international changes since the 1990s, to continue through the regulatory framework in relation to corruption, both from the international background and from the Valencian public integrity system. To focus on the development of the Agency’s functions and actions, highlighting the importance of prevention for good administration.

During the presentation, we started from the complaints received by different control bodies with an impact on public procurement, to observe the main risks of fraud and corruption that can occur in public procurement, emphasizing situations of conflicts of interest, illustrating his presentation with examples of malpractice.

The last part of the conference focused on prevention as a tool to combat fraud and corruption, from international reference manuals, to the material prepared by the Agency, such as the Integrity Code of the Valencian Community, and the different specific materials prepared in relation to public procurement.

The director of the Valencian Anti-Fraud Agency concluded his speech by thanking the University of Valencia for the invitation and the co-director of the Master, María Ángeles Jareño, and wishing the students much success in their professional future.

The IES Antoni Llidó in Xàbia, new stop for the #DocuforumAVAF

The Training Service of the Valencian Anti-Fraud Agency visits the town of Jávea, in the Marina Alta region, for the first time with #DocuforumAVAF.
The activity designed to publicize the work of the AVAF in the Valencian Community among 4th year ESO and high school students has visited the three provinces of the autonomous community since January 2024 with sessions in the towns of Algemesí and Vall d’ Uixó, which is now joined by Jávea in Alicante.
The Antoni Llidó Secondary Education Institute has been the first this school year in which two docuforums have been held on the same day. Pilar Moreno García, AVAF training technician, traveled to the town of Jávea on Thursday, March 7 for the occasion.

The activity was aimed at students in the 4th year of ESO and 1st year of high school studying the subjects of economics and business promotion, thanks to the collaboration of teacher Aina Moragues.
The protagonists of the learning experience have been 60 students and alumni in total, who after watching the documentary “Corruption: harmful organism” by Pandora Box TV in the classroom, shared their doubts and questions about the issues raised in the documentary to be . results by the AVAF technical training technician who visited their classrooms.
The protection conditions for informants regarding regulatory infractions offered by the AVAF, as well as the penalties imposed related to corruption crimes, were some of the questions posed by IES Antoni Llidó students.

With this new training action, the AVAF continues to contribute to the prevention of fraud and corruption through debate between students who will soon become full citizens.

Ethical codes, protagonists of the new formation of the AVAF

The importance of ethical codes as true frameworks of public integrity has been highlighted in the new training session given by the Valencian Anti-Fraud Agency.

By virtue of the existing collaboration between the General Directorate of Transparency of the Generalitat Valenciana, the Valencian Federation of Municipalities and Province, the Valencia Provincial Council, the Castellón Provincial Council, the Alicante Provincial Council, the University of Valencia and the Valencian Anti-Fraud Agency, an online conference, 3 and a half hours long, was held. The institutional welcome was given by José Tàrrega, general director of transparency of the GVA and the FVMP.

Irene Bravo Rey, Director of Prevention, Training and Documentation of the Agency, starred in the main conference of the day “How to develop an ethical code so that it is a true framework of public integrity.”

In his presentation, 12 tools were presented for the development of an ethical code that articulate a new toolbox for the promotion of this operational instrument.

In the second part of the day, Bernabé Aldeguer Cerdá and Gonzalo Pardo Beneyto, professors of Political Science and Administration at the University of Valencia; and María Ángeles Abellán López, professor of Sociology and Anthropology at the UV, presented the institutional integrity survey at the local level that they invite all local entities of the Valencian Community to complete.

The training session had the participation of more than 50 public employees from the Valencian Community.
