Health procurement in the Valencian Community enhances integrity with an AVAF training day #FormaciónAVAF

Valencia, 11 March 2026.- The Consortium of the General University Hospital of Valencia, the Valencian Anti-Fraud Agency and the Ministry of Health have joined forces to strengthen public health procurement from a perspective of integrity, prevention of conflicts of interest and continuous improvement of public management.

 

In this edition, the training day has expanded its scope and has been aimed at all public procurement professionals in public hospitals in the Valencian Community.

 

Nearly 100 professionals participated in a conference designed to delve into the main risks of public procurement in the healthcare environment.

 

The session was presented by Santa Pedro García, deputy director general of contracting of the General Directorate of Economic Management, Contracting and Infrastructures of the Ministry of Health and Eduardo Piqueras Sanchiz, economic and financial director of the Consortium of the General University Hospital of Valencia.

 

Mayte López, training technician in the Training, Participation, Communication and Relations with other entities area, presented the institutional integrity system of the Valencian Community and the role of the AVAF in its consolidation.

 

For her part, Pilar Moreno, training technician at the Agency, focused her first intervention on the risks to integrity in public procurement, illustrating them with real cases derived from complaints received by the Agency since 2017.

 

The importance of mandatory internal information systems in accordance with Law 2/2023 and the figure of the Valencian Anti-Fraud Agency as an external channel for complaints was also present in the training by Moreno García.

 

The day concluded with a participatory workshop on the proper management of conflicts of interest in public procurement, facilitated by the AVAF training team, which allowed attendees to apply the knowledge acquired to real situations in the hospital environment.

 

The Training Area of the Valencian Anti-Fraud Agency has been especially grateful for the collaboration of the Ministry of Health and the commitment of the Consortium of the General University Hospital of Valencia to promote training initiatives that contribute to strengthening the integrity and quality of health management throughout the Valencian Community.

The AVAF presents, for the second time, its experience in a course organized by the University of La Laguna

Valencia, March 10, 2026.- The Valencian Anti-Fraud Agency (AVAF) has participated in the “Course on the use of tools to prevent and fight corruption in the public sector”, organized by the General Foundation of the University of La Laguna (ULL) with the support of the Government of the Canary Islands, aimed at professionals from the public sector and the general public in which more than 120 people have participated.

 

The sessions, held entirely online, were attended by Mayte López Ferrer, senior training technician at the AVAF, who gave the presentation entitled “The legal integrity system in the Valencian Community”. During his presentation, the Valencian legal model and the tools for preventing corruption were presented.

 

The main purpose of this collaboration is to strengthen the ethical culture and commitment of public servants in the fight against fraud. Among the highlights of the AVAF’s participation in the course were the functions of the Agency, the recommendations issued to date and the existence of the complaints mailbox, explaining how it can be used by public employees in case of possible irregularities.

 

The Agency’s participation in training activities organised outside the territorial scope of the Valencian Community responds to criteria of institutional courtesy and territorial cooperation, while allowing the sharing of the knowledge and experience accumulated after almost ten years of effective operation in the field of the AVAF’s competences. With these actions, the Valencian Anti-Fraud Agency reaffirms its commitment to raising awareness, dissemination and learning in the field of public integrity and prevention of corruption beyond its territorial scope.

The AVAF expands its AVAF-INAP course to 20 hours and 100 places in the face of high demand

Valencia, March 9, 2026.- The Valencian Anti-Fraud Agency (AVAF) has concluded the 8th edition of the course “Prevention of corruption in public administrations”, included in the training plan of the National Institute of Public Administration (INAP).

 

Held from February 9 to March 9, 2026, the course has had 100 participants, 20 more than in the previous edition, with the aim of responding to the growing interest in integrity training. In this call, the course taught by the AVAF has received more than 870 applications, consolidating itself as a benchmark in the field.

 

As the main novelty, this edition has extended its duration to 20 hours of training, thus reinforcing the depth of the content offered.

 

Since its first edition in October 2021, this course has been designed and tutored by the AVAF within the INAP’s continuous professional development program, in online mode.

 

The training combines weekly synchronous sessions that promote interaction and the exchange of experiences among students, from institutions such as the Independent Authority for the Protection of Whistleblowers, the National Commission on Markets and Competition, FOGASA, INE, the Cervantes Institute, the Institute of Cinematography and Audiovisual Arts, the National Civil Guard Police, the Spanish Patent and Trademark Office, and the Independent Reporting Authority.  as well as various public universities, government delegations, ministries and city councils, such as those of Mazarrón, Palmar de Troya, Murcia, Cabre, among others.

 

The teaching team has been made up of Anselm Bodoque, head of the technical cabinet and studies, Pilar Moreno, Marita Oliver and Mayte López, as training technicians of the Area of Training, Participation, Communication and Relations with other entities of the AVAF.

 

The alliance between INAP and AVAF continues to advance in its commitment to promote a culture of integrity in public institutions, contributing to the professionalization and improvement of management in the Spanish public sector.

 

For the second consecutive year, the Valencian Anti-Fraud Agency will offer two editions of this course due to its high demand. After receiving more than 850 applications in this call, the institution plans to maintain this line of training reinforcement in future editions.
