The Valencian Anti-Fraud Agency, through Irene Bravo, head of the Prevention Service, participated in the conference organized by the Universitat Jaume I of Castellón on April 11.

The conference, organized by the UJI’s Observatory for Transparency and Good Governance, was presented by José Luis Blasco, Professor of Administrative Law and Dean of the Faculty of Legal and Economic Sciences at Jaume I University.

The conference on social responsibility and ethical commitment of administrations began with a conference by Josep Ochoa, professor of Administrative Law at the University of Alicante, who focused on social responsibility and public integrity.

The round table on “Ethical codes in practice” was moderated by Cristina Pauner, Professor of Constitutional Law and General Secretary of the UJI. The representative of the Agency, Irene Bravo, provided AVAF’s vision on this optional preventive measure and explained the meaning and purpose of the ethical codes. The conflict of interest, the regulation of gifts, confidentiality, as well as the reporting channels are aspects that can be included in the code of conduct, always aligned with the mission of public service and integrity to which any public entity is oriented.

The round table was completed with the presentations of Carmen Vilanova, director of the Planning and Economic Promotion Office of the Castellón de la Plana City Council and Borja Colón, head of the Public Administration and Innovation Service of the Castellón Provincial Council.

The session was aimed at students of the Law and GAP degrees of the Universitat Jaume I of Castellón, as well as public administration professionals interested in the subject, and was attended by more than 100 people and around 25 people in online format, through the UJI Channel on YouTube.

Unisocietat Ontinyent debates on the protection of people who report cases of corruption

The Valencian Anti-Fraud Agency participated on April 7, 2022, in the Unisocietat training activity of the University of Valencia organized in Ontinyent to discuss the transposition of the European Directive for the protection of persons reporting infractions against Union law.

The activity is carried out within the framework of the collaboration agreement between the Agency and the University of Valencia and aims to raise social awareness of collective ethics and the prevention of fraud and corruption in all areas of public life throughout the Valencian territory. .

The conference was given by the professor of Civil Law at the University of Valencia, Fabiola Meco Tebar, who analyzed the draft transposition of the European Directive 2019/1937 from the perspective of the Valencian Law 11/2016 creating the Prevention Agency and Fight against Fraud and Corruption in the Valencian Community, insisting on the greater ambition and coherence of the Valencian law.

The representative of the Agency, Anselm Bodoque, none of the Training Service, focused the intervention by explaining the general lines of action of the Agency, the consequences of corruption and the need to improve the times and judicial processes to advance in the punishment of the corruption.

The conference was attended by 55 people and generated a debate around the denunciations of corruption cases, the protection of people, who alert about these cases and the social and economic costs of corruption. In the debate, the interventions of the attendees insisted on the need for impunity for corruption crimes.

The Valencian Anti-Fraud Agency participated, on April 6, in the conference “Good corporate governance in the Public Business Sector.” Organized by the General Directorate of Assets and Contracting of the Ministry of Finance, Budgets and European Affairs, Vice-Ministry of Employment of the Government of the Canary Islands, on April 5 and 6.

The purpose of holding these conferences was to reflect on the good governance of public companies. Thus, an internal and environmental analysis of the public business sector was carried out in the post-Covid19 context, in order to establish and achieve a framework of good governance in the public business sector.

To achieve the outlined objective, the problems and challenges of governance in the Public Sector were started. The principles and tools for effective governance in the entities of the public business sector were transferred to the recipients, through the professionalization of the public sector in various matters, the need to insert innovation and digitalization, and the implementation of tools and Compliance strategies in the public business sector, such as the preparation of risk maps and the establishment of procedures and good practices to identify and classify operational and legal risks.

The event was attended by speakers with extensive knowledge on the subject and who are part of organizations such as: Transparency International, the Canary Islands Technological Institute, the General Intervention of the Canary Islands CCAA, the University of Seville, the Provincial Council of Castellón, the Basque Government, the Consello de Contas, a prestigious law firm, and the Provincial Council of Guipúzcoa, among others.

The representative of the Valencian Anti-Fraud Agency, Irene Bravo Rey, Head of Prevention, participated as a speaker in the panel “Compliance tools and strategies in the public business sector: Procedures and good practices to identify and classify operational and legal risks ”, which he shared together with Eloy Morán, auditor and president of the Technical Commission for the Prevention of Corruption of the Consello de Contas de Galicia and Xabier Unanue Ortega, director of Legislative Development and Regulatory Control of the Basque Government.

The head of Prevention of the Agency focused attention on the importance for the instrumental public sector of having a public integrity system that protects its activity from all kinds of criminal and administrative irregularities, derived from practices contrary to the general interest, protecting all type of public funds, articulating preventive frameworks as the content of their own integrity plans. He continued his presentation, focusing on the importance of the entity’s self-diagnosis, proceeding to make a classification of common and specific risks in the instrumental public sector and the need to evaluate these risks and its methodology to carry it out.
