The AVAF and the University of Alicante promote the culture of integrity among university staff

Alicante, February 4, 2026.– The University of Alacant (UA) has held the conference “The institutional integrity system: Regulatory framework, risks and internal information systems”, an initiative organized by the Institute of Education Sciences (ICE) of the UA in collaboration with the Valencian Anti-Corruption Agency (AVAF).

 

The activity, which took place on the Sant Vicent del Raspeig campus, had a successful participation,  exceeding one hundred registered among Teaching and Research Staff (PDI), Technical, Management and Administration and Services Staff (PTGAS), researchers and staff with management functions.

 

The event was attended by the Manager of the UA, Julio García Mora, and the Vice-Rector for Economic and Strategic Planning, Ángel Sánchez, who stressed that this training was essential for the strengthening of democratic values and solid institutions. On behalf of the Agency, Pilar Moreno and Mayte López, senior training technicians of the AVAF, intervened.

 

The main objective of the session was to delve into the systems for the fight against fraud and corruption, as well as to provide preventive tools and raise awareness of responsibility towards the public in the university context.

 

Throughout the five hours of the day, the bases of the institutional system for the fight against corruption and the legal framework in force in the Valencian Community were analyzed. Likewise, the culture of public integrity, the risks of fraud in the administration and the operation of information channels were addressed, with special mention of the AVAF complaints mailbox. The session encouraged active participation through a workshop-debate on conflict of interest and the use of technologies to collect feedback from attendees.

 

This type of conference consolidates institutional collaboration to bring public servants closer to the real challenges of public ethics and the defense of the general interest.

 

Once again, the Valencian Anti-Fraud Agency participates in the Master’s Degree in Public Procurement and Compliance of the University of Valencia

Valencia, 16 January 2026.-  On 15 January 2026, the Agency participated in the teaching of the Master’s Degree in Public Procurement and Compliance of the University of Valencia, in its seventh edition. It is a Master’s Degree with a multidisciplinary approach in which, in addition to the Agency, different entities and universities collaborate.

 

The head of the cabinet and studies of the Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community, Anselm Bodoque Arribas, gave the presentation “The role developed by anti-fraud agencies in public procurement” during a session of the program of this edition of the Master’s Degree.

 

The objective of this training activity has been to underline the importance of public integrity and ethics to reduce fraud and corruption, participating in a Master’s Degree of the University of Valencia, where students who are specializing in the different particularities of public procurement and compliance, both from the private and public perspectives, participate. The exchange is enriched by the experience of students from different countries, and the comparative analysis of different regulatory frameworks.

 

The Agency’s presentation starts with an explanation of how the strategies to fight fraud and corruption are being configured and focuses on the knowledge of the risks in public management and in the public procurement process that may end up constituting a crime in the course of preparing the administrative file.  the award or execution of a public contract.

 

Anselm Bodoque, began by contextualizing the policies of the fight against corruption in the international changes since the 1990s, to continue with the regulatory framework in relation to corruption, both from the international antecedents, and from the Valencian system of public integrity. To focus on the development of the Agency’s functions and actions, highlighting the importance of prevention for good administration.

 

During the presentation, the complaints received by different control bodies with an impact on public procurement were used to observe the main risks of fraud and corruption that can occur in public procurement, emphasizing situations of conflicts of interest, illustrating their presentation with examples of malpractice.

 

The last part of the conference focused on prevention as a tool in the fight against fraud and corruption, from the international reference manuals, to the material prepared by the Agency to strengthen the integrity of the Valencian Community, and the different specific materials prepared in relation to public procurement.

 

The head of the cabinet and studies of the Valencian Anti-Fraud Agency ended his speech by thanking the invitation of the Universitat de València and the co-director of the Master’s Degree, María Ángeles Jareño, and wishing success to the students in their professional future.

The Valencian Institute of Conservation, Restoration and Research promotes public integrity with the Valencian Anti-Fraud Agency

Valencia, 15 December 2025.–The IVCR+i has hosted the conference “Culture of integrity. From prevention to internal information systems” given by the AVAF, in which all the staff of the public institution have participated.

 

The Valencian Institute of Conservation, Restoration and Research is a public law entity attached to the Ministry of Education, Culture, Universities and Employment, of the Generalitat Valenciana.

 

Its mission is the protection, conservation, restoration, research and dissemination of movable property that is part of the Valencian cultural heritage, consisting of movable and immovable property of historical, artistic, architectural, archaeological, paleontological, ethnological, documentary, bibliographic, scientific, technical, or any other cultural value, existing in the territory of the Valencian Community or that is outside it,  are especially representative of the history of Valencian culture, in accordance with Article 1 of Law 4/1998, of 11 June, on Valencian cultural heritage.

 

The session was opened by Gemma María Contreras Zamorano, director of the IVCR+i, who welcomed the staff of the Institute present.

 

Throughout the day, the attendees, restorers, art historians, chemists, physicists and administrative staff of the IVCR+i were able to learn about the institutional framework of state integrity and the role of the Valencian Anti-Fraud Agency from Anselm Bodoque, head of the cabinet and studies of the AVAF.

 

Mayte López, training technician of the Area of Training, Participation, Communication and Relations with other entities of the Valencian Anti-Fraud Agency, addressed in her presentation the institutional system of the fight against corruption from the perspective of the Valencian Community.

 

The attendees analysed the existing risks in decision-making and the importance of transparency and planning thanks to the intervention of Pilar Moreno, Training Technician, on the importance of the culture of integrity.

 

Marita Oliver, training technician, focused her contribution on the main new features of Law 2/2023 in terms of internal information systems and external reporting channels. The training session ended with a participatory workshop on the proper management of conflicts of interest.

 

With this last training day, the AVAF Training Area finalizes its calendar of actions aimed at promoting the culture of integrity in 2025. The Agency thanks the IVCR+i for its interest in promoting the prevention of fraud in public management through the Training Area.
