The training technicians of the Valencian Anti-Fraud Agency, Marita Oliver and Pilar Moreno, gave the third session of the course that the AVAF is holding at the UV on February 23.

“The anti-corruption cycle” contained in Order HFP/1030/2021 of September 29, which configures the management system of the Recovery, Transformation and Resilience Plan, focused on the theme of the module taught and put in the spotlight in the four phases that compose it: prevention, detection, correction and prosecution.

Pilar Moreno, in the first part of the session, insisted on the importance of integrity and control systems as the central axis of the first phase of the anti-fraud cycle: prevention. And, in the same way, he stopped at the need to enhance the preventive approach and promote a system of institutional integrity will be possible through the development of an ethical culture and the promotion of ethical values. Training and awareness must be present at all hierarchical levels, with the involvement of the organization’s authorities. Appropriate risk assessment mechanisms, training in public ethics and the proper use of data analysis will be tools to improve prevention in a broad sense.

Marita Oliver, for her part, explained the work carried out by the Valencian Anti-Fraud Agency in the phases of detection, correction and prosecution in the anti-fraud cycle. The training technician explained the operation of the AVAF complaints mailbox (https://www.antifraucv.es/buzon-de-denuncias-2/), its characteristics and functionalities. He also explained the system of guarantees for the analysis process of the alerts received at the Agency, as well as the process of analysis and investigation of these.

The questions and reflections of the students referred to the existing risks in public contracting, as well as the necessary transparency in this area, emphasizing the conflict of interest in the field of contracting and management of selection processes and human resources contest.

The course, prepared by the Valencian Anti-Fraud Agency, is managed by the Permanent Training and Educational Innovation Service (SFPIE) of the University of Valencia, is taught in 3-hour sessions in conference and debate format, and aims to generate interest, reflection and debate among students against fraud and corruption.

The University of Alicante and the Valencian Antifraud Agency sign a collaboration framework agreement

Alicante, February 23, 2022.- The Rector of the University of Alicante, Amparo Navarro, and the director of the Valencian Anti-Fraud Agency, Joan Llinares, have signed a collaboration framework agreement between both institutions to develop joint actions in the field of prevention and fight against corruption.
Among the actions that will be carried out as a result of the signing of this agreement are the carrying out of cultural, educational, publishing and scientific activities; the use of premises and facilities to hold specific activities or collaboration and assistance in the field of new technologies.
Within the framework of this framework agreement, the possibility of signing specific agreements for carrying out training practices in the Valencian Anti-Fraud Agency by students of the University of Alicante to expand their studies and training in the field of ethics and integrity is also included. public.
During the formal act, held in the rector’s office, Navarro stressed “the importance of this type of collaboration that focuses on the formation of a new generation of citizens with an important institutional ethical commitment”.
For his part, the director of the Agency, Joan Llinares, declared that “the signing of this collaboration agreement with the University of Alicante shows the Agency’s interest in bringing our objectives of promoting ethics and public integrity in all universities closer together.” of the Valencian Community, a place where the professionals of the future who will join the management of our public and private organizations are being trained”.

The Valencian Anti-Fraud Agency approves the Code of Ethics and Conduct for its staff and will create an Ethics Committee

València, February 18, 2022.- The Valencian Anti-Fraud Agency has approved a Code of Ethics and Conduct that includes the ethical principles and values ​​of good governance that must inform all the Agency’s actions and will regulate impartiality, confidentiality and conduct that must necessarily be observed by the staff, especially with regard to the conflict of interest.
The Code is structured in seven chapters, forty articles, an additional provision, a transitional provision and two final provisions and is an internal instrument of self-regulation and mandatory compliance.
Chapter III regulates the system of incompatibilities to be applied to personnel, the management of conflicts of interest or the obligation to submit responsible declarations as mechanisms to guarantee the effectiveness of the principles and rules of conduct contained in the Code. The responsible declarations will be presented to the Agency management and they will include the activity and ownership of goods, obligations and property rights, as well as an annual declaration of income received.
Chapter IV provides for the creation of an Ethics Committee that will ensure the proper application of the code and help resolve all controversies and that will be made up of a maximum of 4 people. Three of these people are external to the AVAF and will be professionals of recognized prestige in the field of defense of ethics, integrity and public transparency, at least one of the three being a lawyer, and one of them must also be part of the AVAF. of the Agency’s Participation Council.
This Ethics Committee will also include an official from the Agency who was elected this morning in a secret vote among the staff themselves.
Chapter V regulates the Agency’s internal complaints mailbox as a channel for receiving complaints and forwarding queries addressed to the Ethics Committee and in which the confidentiality of complainants is guaranteed, as well as the possibility of making complaints. anonymous.

Chapter VI contains the consequences derived from a breach of the Code of Ethics and where a distinction is made between punishable conduct and ethically reprehensible conduct and in Chapter VII mentions the dissemination and training actions that will be carried out to give know the existence of said Code as well as its content by the Agency staff.
