The Economic and Social Committee (CES) and the Valencian Anti-Fraud Agency agree to collaborate in the prevention of fraud and corruption

Valencia, March 15, 2023.- The president  of the Economic and  Social Committee (CES), Arturo León, and the director of the Valencian Anti-Fraud Agency, Joan Llinares, have signed a collaboration protocol between both statutory institutions.

The purpose of this agreement is the collaboration between both institutions to improve their respective activities for the prevention of fraud and corruption since although they perform different functions, they are complementary.

Among the planned actions is the creation of a Coordination Commission that will meet in the third quarter of each year in order to propose the training actions and of any kind that will be carried out the following year.

Likewise, the ESC may send to the Agency the complaints they receive where possible legal breaches are revealed so that it can carry out the investigations that may be appropriate.

The president of the Committee, Arturo León, has declared that “this agreement will help prevent any case of fraud and corruption in the Economic and Social Committee thanks to the collaboration with the Agency”.

For his part, the director of the Agency, Joan Llinares has indicated that “this agreement will allow the realization of training actions, as well as technology transfer between both public institutions with the aim of preventing fraud and corruption and contributing to the consolidation of ethics and public integrity”.

A new #DocuforumAVAF in the classrooms of the Faculty of Law of the University of Valencia

#TrainingAVAF

The #DocuforumAVAF learning experience, created by the Valencian Anti-Fraud Agency for the debate on corruption in the classrooms of the educational centers of the Valencian Community, is one of the most requested training activities of the AVAF.

In the 2022-2023 academic year, the Faculty of Law of the University of Valencia has included the AVAF University Docufòrum activity in the Center Innovation Project (PIC).

The #DocuforumAVAF is an activity aimed at promoting the social culture of civic ethics, public integrity, fraud prevention and rejection of corruption among students of all University degrees.

On this occasion, the Valencian Antifraud Agency has discussed these issues with students of the third year of the Law Degree. Thus, on Tuesday, March 7, 2023 in the afternoon, two new #DocuforumAVAF were held at the Faculty of Law, of the University of Valencia. 90 students from two groups of the subject of Financial and Tax Law participated in the training activity. The activity had the collaboration of Professor Jorge J. Milla Ibáñez from the Department of Financial Law and History of Law. Marita Oliver and Anselm Bodoque, Training Technician and Head of the AVAF Training Service respectively, were responsible for energizing the debate sessions with the students.

After watching the documentary “Corruption: Harmful Organism”, the students ask questions focused on the origin and causes of corruption, the social impact and collective costs it entails, the different control bodies, and the perception of corruption in our society and in other countries around us.

Subsequently, the AVAF representative discusses with the students the issues raised in their questions and others related to the need for greater public ethics and integrity, prevention strategies and civic training, the functions of the Valencian Anti-Fraud Agency and public policies on fight against corruption.

 

Given the questions raised by the students about the protection of complainants, the Agency’s work in this regard was explained to them, and they took the opportunity to inform them of the obligations of the recently approved Law 2/2023, regulating the protection of people who report on regulatory and anti-corruption violations. In this sense, in recent years the Valencian Community has built a legal framework of integrity that allows the improvement of the democratic quality of the institutions.

In the debate, the students showed interest in the investigation procedure, as well as in the profile of the Agency’s staff. He was also concerned about the strategies to fight against fraud and corruption in Spain, being surprised that the Penal Code does not include corruption as a crime.

The activity has been organized in collaboration with the University of Valencia, which we thank for its interest and willingness to help create a culture of public integrity and rejection of fraud and corruption.

Sant Vicent del Raspeig and the Valencian Anti-Fraud Agency collaborate in the training of local administration personnel in integrity, public ethics and fraud prevention

The City Council of Sant Vicent del Raspeig and the Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community (AVAF) signed a collaboration protocol between both institutions to start the development of different joint projects with the aim of reinforcing and defending ethics and public integrity in June 2022. On Monday, March 6, 2023, in the multipurpose room of the local social center, the conference “Integrity, public ethics and fraud prevention in local administration” took place. The conference was presented by the mayor of the municipality and was given by AVAF technical staff.

The Sant Vicent del Raspeig City Council approved its Integrity Plan and anti-fraud measures in December 2022 and with this activity importance is attached to training in public integrity and corruption prevention in public administrations.

The Valencian Antifraud Agency, throughout the four hours of training, had the opportunity to share, with the more than 40 attendees, the analysis of the Valencian institutional framework in terms of public integrity and the novelties and obligations that the new state regulations entail in anti-corruption matter.

The training and awareness-raising day on integrity, public ethics and fraud prevention in the local administration in which the AVAF has participated has been addressed to elected officials, temporary staff, authorized nationals and technical staff of the administration.

Anselm Bodoque, head of the Training Service of the Valencian Anti-Fraud Agency, presented the public policies for the prevention of fraud and corruption, as well as the reason for being and functions of the AVAF. The culture of public integrity promoted by the AVAF and the prevention of risks in decision-making in the local administration was the subject addressed by Pilar Moreno, a technician from the Agency’s Training Service. In turn, Marita Oliver, an AVAF training technician, focused her speech on the basic aspects of the anti-corruption cycle.

The public debate focused on the lack of human resources in the municipalities and on the difficulties of planning and executing public procurement, and also on the need for the selection processes for municipal personnel to be carried out in processes at the regional level. Likewise, the members of the corporation and public officials of the Sant Vicent City Council expressed their concern about the challenges that Law 2/2023 poses for them.
