The blog of the Valencian Antifraud Agency awarded at the Golden Legal Blogs Awards 2022

Salamanca, February 7, 2023. – The article “Los olvidados del TREBEP” published in the “AVAF Blog” and written by the lawyer of the Valencian Anti-Fraud Agency, Juan Vega Felgueroso, and by the training technician Pilar Moreno García, has been awarded in the 4th Edition of the Golden Legal Blogs Awards in the category of best legal article.

The awards ceremony took place in the Aula Salinas of the Building of the Major Schools  of the University of Salamanca and it was the rector of the University, Ricardo Rivero, in charge of presenting the award.

These awards have two categories: one for the best legal blog in which the blog of Ignasi Beltrán de Heredia Ruiz was the winner; and a second category of legal articles of excellence in which the first prize was the blog of Diego Gómez Fernández, and the second prize was the article of the Agency’s blog.

The article on “Los olvidados del TREBEP” according to the jury “faces a side of great public sensitivity, overcoming the fogs of the legislator, offering perspectives of approach oriented to vindicate the strength of professional ethics”.

These Awards aim to help disseminate knowledge in the legal field through a format of great impact such as blogs. In this edition has increased the number of participants who have submitted to these awards passing to the final phase more than 40 candidatures.

These Awards are promoted by the Magistrate of the Administrative Litigation of the Superior Court of Asturias, José Ramón Chaves, together with the Globoversia Group, a community of non-profit cultural interests and the sponsorship of the Amarante Publishing House as well as the Automaticos Tineo Foundation.

First #DocufòrumAVAF in a university extension course at the Faculty of Law of the University of Valencia

The collaboration of the Valencian Antifraud Agency with the universities of the Valencian Community is more and more frequent. In the 2022-2023 academic year, the Faculty of Law of the University of Valencia has included the AVAF University Docufòrum activity in the Center Innovation Project (PIC).

The #DocufòrumAVAF is an activity aimed at promoting a social culture of civic ethics, public integrity, fraud prevention and rejection of corruption among students of all University degrees.

On this occasion, a #DocufòrumAVAF was held in the university extension course “Participation of citizens in the Democracy of the European Union”, organized by the Jean Monnet Citizens’ Integration into European Union Democracy Module, whose director is the professor of Administrative Law of the University of Valencia, María Jesús García.

On Monday, February 6, 2023, the #DocufòrumAVAF took place, with the participation of 13 students from different degrees of the University of Valencia, with the collaboration of Professor María Jesús García. Marita Oliver, a training technician, was responsible for the AVAF for energizing the session with the students.

After watching the documentary “Corruption: Harmful Organism”, the students ask questions, which in this case focused on the origin and causes of corruption, the social impact and collective costs it entails, the perception of corruption in our society and in other neighboring countries, or why there is no institution similar to the AVAF at the state level.

Subsequently, the AVAF representative discusses with the students the issues raised in their questions and others related to the need for greater public ethics and integrity, as well as prevention and civic training policies or the functions and powers of the Valencian Agency. Anti-fraud and public policies to fight corruption in the Valencian Community and in Europe.

The students showed interest in how to report and the powers of the Valencian Anti-Fraud Agency, in the need for control and prevention entities, as well as in the protection of public personnel who report possible cases of fraud.

The activity has been organized in collaboration with the University of Valencia, which we thank for its interest and willingness to help create a culture of public integrity and rejection of fraud and corruption.

The City Council of Alzira and the Agency sign a protocol to launch the complaint mailboxes and the Integrity Plan

Alzira, January 30, 2023.- The mayor of Alzira, Diego Gómez i García and the director of the Valencian Anti-Fraud Agency, Joan Llinares, have signed a collaboration protocol between both institutions that will help promote the Integrity Plan in which the City Council of Alzira is working

Within the general lines of the Integrity Plan, the implementation of both internal and external complaint mailboxes is contemplated, thus complying with the requirement of the European Directive 1937/2019 on the protection of people who report breaches of Union Law, better known as the Whistleblowers Directive.

The City Council of Alzira will enable as an external channel of complaints the complaint box of the Valencia Anti-Fraud Agency which will be visible on the municipal website; A mailbox that guarantees the confidentiality of whistleblowers, as well as allows the possibility of being able to make complaints anonymously.

The collaboration between both institutions will also extend to other actions and activities such as those of a formative nature where the staff of the municipality will receive training in aspects related to the promotion of ethics and public integrity, as well as the prevention and detection of situations constituting fraud and corruption.

Likewise, the Agency will offer advice and support for the preparation of the plan of anti-fraud measures necessary to be eligible for European Next Generation funds  as set out in Ministerial Order 1030/2021 by which the management system of the Recovery, Transformation and Resilience Plan is configured.

The mayor of Alzira, Diego García said that “our commitment to transparency in management and the fight against corruption in the administrative files of the city council is reinforced with the signing of this agreement with which we receive the support and help of the Valencian Anti-Fraud Agency to improve the image of Alzira at the institutional level and as a reference in the Valencian Community in the improvement of the relationship with our citizens.”

For his part, the director of the Agency, Joan Llinares, said that “it is positive to see how every day more municipalities and institutions begin to equip themselves with instruments to fight fraud and corruption and they do so not only with reactive measures such as reporting channels, but also from prevention with training and awareness actions. “

“It is undoubtedly good news that the City Council of Alzira will have complaint boxes, both internal and external, but more important is if possible that it has committed to approve a municipal Integrity Plan,” added Llinares.
