On Wednesday, February 9, 2022, Irene Bravo, head of the Prevention Service, was a speaker at the second session of the course organized by the Permanent Training and Educational Innovation Service (SFPIE) of the University of Valencia, prepared and taught by staff from the HVA.
The 35 people from the PAS management staff of the UV selected for this 15-hour course attended the module entitled “Fraud and corruption prevention initiatives in public management” in a participatory manner.
Throughout the session, Irene Bravo addressed the main public integrity frameworks developed by the prevention service, emphasizing the general recommendations of the Agency, the codes of ethics, the risk assessment methodology used and the risk catalogues, as well as as the latest materials available to any entity: the avaf guide on integrity plans and the visual didactic manual on conflicts of interest.
In turn, another of the functions of the service was explained, the presentation of allegations and amendments made to different regional regulations in the field of prevention.
The session allowed exposing the AVAF Guide: The Public Integrity Plan: Roadmap and Facilitating Annex. In this part of the training module, together with Irene Bravo, the Prevention technicians Teresa Gascó and Carmen Domínguez participated.
The regulation and need for the declaration of absence of conflict of interest (DACI) in matters of public contracting aroused interest on the part of the students. From the AVAF Prevention Service it was recommended throughout the session that the DACI should be used in all contracting procedures carried out, not only in those projects linked to European funds, taking into account what is established in Article 64 of the Public Sector Contract Law.
In turn, it was specified that the DACI must be required of all those involved in the contracting procedure regardless, for example, of whether the drafting of the projects has been outsourced.
The first day of this course was given by the director of the Agency, Joan Llinares. The next session will be given by Anselm Bodoque, head of the AVAF Training Service.
The Valencian Antifraud Agency advocates prevention and training as essential tools in generating a culture of integrity in public institutions. “
