The Jaume I University of Castelló and the Valencian Anti-Fraud Agency reflect on good governance in local public employment
The conference organized by the Observatory of Transparency and Good Governance and aimed at students of the Degree in Management and Public Administration and civil servants of the local administration has had as its protagonist the study on the current situation of the Valencian local public function.
Present at the inauguration were Antoni Llorente, regional secretary for participation and transparency, Cristina Pauner, general secretary of the UJI and Joan Llinares, director of the Valencian Anti-Fraud Agency.
Gustavo Segura, director of Analysis and Investigation of the AVAF has exposed the main frauds in matters of public employment in the local administration and how to avoid them.
The figures speak for themselves and of the 912 files on risk alerts processed since the beginning of the work of the Valencian Antifraud Agency and until October 20, 2021, 339 files, 37% of the alerts received have been on the Personnel management.
Of these 339 files on risk alerts, 70% (237) focus on the local administration field (Town Halls, autonomous bodies and dependent companies), taking into account that there are 532 municipalities in the Valencian Community.
The attending public has had the opportunity to learn about real cases about non-compliance with the working day, selection processes, rewards, among others, duly anonymized and about investigations already concluded, whose final resolutions are published on the AVAF transparency portal.
The experience of controlling the legality in matters of personnel of local entities has been contributed by public employees Aurora Majuelos, technician of the local administration of the Puçol City Council, Bárbara López, deputy secretary of the Picanya City Council and secretary – auditor of Alcàntera de Xúquer and Mariola Pérez, secretary – auditor of the Almenara City Council.
They have exposed the existing controls in the local administration, both internally and externally, as well as the guarantees in the selection processes and the technical selection bodies and the importance of transparency and publicity thereof. Temporality in public employment has been the last of the topics discussed.
Both presentations have recalled the existence of the recommendation on planning as a reference issued by the Valencian Anti-Fraud Agency.
Concern about the high number of corruption cases has been one of the questions raised by the public, as well as the situation in which the files remain when the Síndic de Greuges has already initiated proceedings on the same issue investigated by the AVAF.
This conference has been possible thanks to the direction of Cristina Pauner, general secretary of the Jaume University and professor of constitutional law at the UJI, as well as Jaime Clemente, a local administration official with national qualification and associate professor of constitutional law of the UJI, who are thanked for organizing it.
